Bids must be prepared on the forms furnished with the specifications and must be enclosed in a sealed envelope that is plainly marked to indicate the name and address of the Bidder and bear the wording "BID/23-08 New CTE High School" on the outside of the envelope. Bids may either be mailed or delivered in person. Mailed bids will be held and opened at the appropriate date and time. It is the Bidder's responsibility to ensure that their bid is received at the designated location prior to the deadline set forth above. Bids received late will be returned unopened. All bids will be opened and read to the public at that time by the School Business Administrator at the board offices. No bid may be withdrawn for a period of sixty (60) days from the opening of the bids. Each bid must be accompanied by a certified check, cashier's check or bid bond from a surety company licensed to do business in New Jersey, in the amount of ten percent (10%) of the base bid submitted, but not in excess of $20,000.00, made payable to the Bergen County Technical Schools Board of Education. All Bidders and their subcontractors shall be registered with the New Jersey Department of Labor and Workforce Development, pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. It is recommended that all bids include a Certificate issued by the New Jersey Department of Labor and Workforce Development, pursuant to the Public Works Contractor Registration Act as to the Bidder and all subcontractors. Each Bidder must submit its Public Works Contractor Certificate and those of its subcontractors no later than prior to the award of contract. It is recommended that bids include a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue and Enterprise Services for the Bidder and each of Bidder's subcontractors. Bidders must submit New Jersey Business Registration Certificate for themselves and their respective subcontractors no later than prior to the award of the contract. Bidders are required to comply with the requirements of N.J.S.A. 10:2-1 et seq., "The Law Against Discrimination" and Affirmative Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. No Bidder who is on the State Treasurer's or the Federal Government's List of Debarred, Suspended or Disqualified Bidders shall be eligible to bid on this project. The Bergen County Technical Schools Board of Education reserves the right to reject non-conforming bids and to reject all bids in accordance to the law. The contract, if awarded, shall be awarded to the lowest responsible Bidder whose bid is responsive in all material respects to the bid requirements. No contract shall be awarded except by adoption of a formal resolution by the Bergen County Technical Schools Board of Education.
