Renovation of a playground / park / athletic field in Brownwood, Texas. Conceptual plans call for the renovation of a playground / park / athletic field.

*As of February 2, 2023, bids received were rejected as they were over the budget and owner has no plans to rebid.** In accordance with Government Code Chapter 2269, the City of Brownwood (the City) is seeking competitive Sealed Proposals for Brownwood, Texas 76801. Proposals shall include the total turnkey costs for the turnkey furnish and installation of new fencing materials including post, mesh, gates, and additional accessories/. The proposed work will include all associated work to complete the project including but not limited to drilling holes, erecting poles, installing fence, providing all materials and all equipment needed to complete the project. Work shall be conducted at the City of Brownwood Coggin Park Tennis Courts, located at 2109 Austin, Avenue in Brownwood, Texas 76801 in accordance with the Request for Proposals and General Specifications. Bidding forms, specifications, and all necessary information shall be available at the office of the Purchasing Manager, Jenny Yazell at the Brownwood City Hall located at 501 Center Avenue, Brownwood, Texas 76801, by email at jyazell@brownwoodtexas.gov, by phone at 325-643-6155, or P.O. Box 1389, Brownwood, Texas 76804. Vendors having questions concerning specifications are requested to contact: Kenny Richardson Park & Recreation Superintendent 325-430-7076 krichardson@brownwoodtexas.gov The City Council retains the right to reject any and all proposals submitted and to waive any irregularities in the bids. The City Council reserves the right to cancel the project without any obligation to the proposers. The City Council may award the proposal to the proposer that presents the best value for the City pursuant to Govt Code Section 2269.055 using the criteria set forth herein. In determining best value for the City, the City Council shall consider: (1) the price; (2) the reputation and experience of the contractor; (3) the quality of the contractor services; (4) the impact on the ability of the City to comply with rules relating to historically underutilized businesses; (5) the contractors safety record; (6) the contractors proposed personnel and (7) whether the contractors financial capability is appropriate to the size and scope of the project; and (8) the contractors past relationship with the City (the Proposal Evaluation Criteria). In determining best value, the City will give the criteria the following weighted values: price - 50%; the remaining criteria shall be valued equally. Following receipt of Proposals, each Proposal will be ranked according to the Proposal Evaluation Criteria within 7 days of the opening date. The City will select the proposer that demonstrates the best value for the City based on the Proposal Evaluation Criteria. The City will first attempt to negotiate a contract with the selected proposer. Negotiations may include options for scope or time modification and any related price change. If the City is unable to negotiate a contract with the selected proposer, the City will, formally and in writing, end negotiations with that proposer and proceed to the next ranked proposer until a contract is reached or all proposals are rejected. The City may select representatives to assist in ranking and negotiations. Award of Contract, if any, will be made by formal action of the City of Brownwood City Council. All contractors/subcontracts that are debarred, suspended, or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.
