Demolition and site work for a playground / park / athletic field in Annapolis Royal, Nova Scotia. Completed plans call for the demolition of a playground / park / athletic field; and for site work for a playground / park / athletic field.
The Municipality of the County of Annapolis (The Municipality hereafter) is seeking proposals from qualified contractors to provide removal services of two cabins at Raven Haven Beachside Park, 2239 Virginia Road, West Springhill, Nova Scotia. The cabins are 16X24 and on piles. Proponents must also acknowledge that they have reviewed the attached asbestos information document. The Municipalitys primary goal is to have the site of the two cabins returned to clean, bare, level, natural soil. The Municipality is open to receiving proposals for the cabins to be removed and repurposed, disposed of offsite, or demolished on site. Each proposal will be evaluated based on contractor experience and qualifications, as well as price. A description of the work plan must be included in each proposal within the price form. Proponents may provide option 1, 2, or both. The successful proponent must apply for any necessary permitting as required. The applicable terms and conditions are detailed below. The Proponent shall comply with the safety regulations under the Workers Compensation Act and the Occupational Health & Safety Act. In addition, the successful Provider must provide a certificate of good standing with the Workers' Compensation Board of Nova Scotia or equivalent (where the equivalent is satisfactory to the Municipality) before contract award. The selected bidder will provide (within 5 business days of award) a copy of Respondents current and valid Letter of Good Standing indicating COR certification issued by Construction Safety Nova Scotia, or equal, and the Province of Nova Scotia Department of Labour. Out-of-province companies shall submit, with their Proposal, a current and valid Letter of Good Standing from their province of the origin or from a recognized Safety Association which utilizes an external audit element. Out-of-province companies will obtain a Letter of Good Standing from Construction Safety Nova Scotia, or a recognized safety certified company, upon submission of documentation verifying training and compliance with the Nova Scotia Occupational Health and Safety Act and Regulations. In any event, out-of-province Respondents will have to satisfy and provide proof from Construction Safety Nova Scotia with respect to their safety status before being awarded a contract. The successful bidder may submit a final invoice to the Municipality upon completion. A 10% holdback shall be applied for 60 days following satisfactory completion. Upon award, the successful bidder and the Municipality will jointly come to an agreement on timeline for completion. The Municipality places a high value on the timely completion of this project and reserves the right to hold the contractor liable for any unreasonable or avoidable delays. The value of the liquidated damages shall be $500 per day, for the period of delay beyond the agreed upon completion date. The Municipality will evaluate bids to determine which bid provides the best value while meeting the specified requirements. If all bids are in excess of the budget estimate for this contract the Municipality may decide to: a) Award the contract for the lowest bid amount b) Negotiate an adjustment of the scope or specifications with the lowest bid c) Award the contract for only one item d) Choose not to move forward with the RFQ and develop a new procurement Upon completion of the evaluation process the Municipality will issue a letter of award to the successful bidder. The non-successful bidders will not be notified however may contact the Municipality to receive the results.
