The work includes replacement of approximately 300 linear feet of 15-inch diameter, sanitary sewer at John F. Kennedy Drive - Northbound at its inter- section with Liberty Street. Construction of two new manholes at this location are also proposed ranging to a depth of 15 to 20 feet. The existing line will be abandoned in place. The downstream potion of this line that crosses the Gar- den State Parkway will also be video inspected to determine its current con- dition. This work also includes the replacement of two manholes at Race Street. The depth of these manholes is between 6 to 10 feet. In order to per- form this work, the contract also includes by-pass pumping as well as mainte- nance and protection of traffic Work to be completed in 30 calendar days. Because of the emergent need for this project, work for this project shall commence within fifteen calendar days from execution of the contract, including providing all materials and deliverables required for the work. Bids must be made on proposal forms and must be enclosed in sealed, spe- cial addressed envelopes bearing the name and address of the bidder and work bid upon, on the outside, and must be accompanied by a duly executed Consent of Surety, Statement of Financial Responsibility, Non-Collusion Affi- davit and Certified Check or Bid Bond for ten percent (10%) of the amount of the bid but in no case in excess of $20,000.00 as a guarantee of good faith and must be delivered at the above place at the time designated. Bids not enclosed in special addressed envelopes will be considered informal and will not be opened. Bidders are required to be registered by the New Jersey Department of Labor and Workforce Development at the time bids will be received by the Township Of Bloomfield pursuant to the Public Works Contractor Registration Act (P.L. 2003, c. 91, N.J.S.A. 34:11-56.51). Bidders are also required to be registered by the New Jersey Department of Treasury, Division of Revenue at the time bids will be received by the Township Of Bloomfield pursuant to the Business Registration Act (P.L.2004, c.57, N.J.S.A. 52:32-44). Bidders shall also comply with the requirements of P.L. 1975, Chapter 127 and P.L. 1982, Chapter 107. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31, et seq. & N.J.A.C. 17:27. Bidders shall also comply with P.L. 1963, c. 150 (Prevailing Wage) and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et seq.). Bidders are required to comply with Executive Order #34 (1976) - debarred vendors. In addition, effective August 1, 2005, P.L. 2005, c.67 authorized a new form of change order called "Value Engineering Construction Change Orders" for cer- tain construction contracts. Please review these specifications to determine if this bid will involve this new form of change order. The Township Council reserves the right to reject all bids or all items in the proposal; to increase or decrease or eliminate such items as may be neces- sary for the adoption of any alternate; to accept that one which, in its judg- ment, best serves its interest; to waive any informalities or irregularities in the bids received and to accept the bid from the lowest responsible bidder.
