White Pine County (WPC) herby invites qualified firms or individuals to submit Statements of Qualifications (SOQs) to provide professional engineering services for the WPC Golf Course new irrigation well project. The awarded firm will provide WPC with administrative and professional civil engineering services consisting of the design of the new well construction and pumping system. White Pine County is seeking a Statement of Qualifications for general engineering services to provide an industrial well design and pumping system meeting County requirements and guidelines, along with engineering design, assist in contractor selection, awarding of bid, and construction oversight. The new well project will help provide sufficient irrigation water for entire County golf course to tie into existing irrigation infrastructure. The construction project will need to take place during the 2023 construction year to be complete prior to June 1st 2023 The following is the schedule for the projects. Design Jan 2022 - Construction Early Spring 2023 Preliminary Engineering services required by WPC may include the following services on a full or as needed basis, depending on staff resources, project budget, and funding. The first item will be to complete the Professional Engineering Report (PER) that will take place and be a part of the design packet. White Pine County would like to contract an engineering firm to complete the engineering design, contractor selection, and construction oversight of an industrial irrigation well of sufficient capacity to irrigate the entire County Golf Course. This specific project will span over 6-8 months and work closely with White Pine County's Public Works Department. Firms submitting statements of qualifications shall reply to this request with two (2) paper copies of your response. Limit your submittal to ten, 8 1/2 " X 11" pages (text on one side only). Cover letters, divider tabs, and references as an appendix will not be considered as part of the ten page limitation. Submittals that exceed the ten page limitation will not be considered. Please address the following: Cover Letter/Contact Information: List the name of the firm, address, contact person, telephone number and e-mail address. Firm Introduction: Briefly describe the firm, how long it has been in business, etc. Capabilities: Describe prior engineering and surveying contracts completed by the firm including in industrial well and irrigation discipline. Include experiences in well design and irrigation systems that include working with the State Division of Water Resources. All engineering and survey will be provided by the chosen firm and will not be contracted to outside resources. Include experience working with the White Pine County their regulation standards. Availability: Provide a matrix or chart which lists all current projects of the project team, the number of hours remaining for completion of each project and the estimated completion date for each project and describe your team's ability to meet timelines established for this project. Project Approach: List team member and their roles in an organizational chart, describe Project Engineer's knowledge, experience, and familiarity with the White Pine County and demonstrate the Project Engineer's ability to complete the project deliverables. Demonstrate the approach to work, local knowledge, and familiarity with the projects contemplated in this statement. Describe various strategies you would employ to achieve a successful project. Representative Project Experience: Identify and list the firm's or the project manager's past completed historic projects with a minimum of five (5) completed projects. Make special note of any federally funded projects (No more than five pages). Local Knowledge: Describe the firm's familiarity with the WPC Golf Course and the White Pine County area water delivery system Nevada License Number, Indemnification and Insurance: Provide evidence that the firm is licensed to provide engineering services in Nevada. References: Provide owner's contact for the firm's last 5 completed projects. WPC Golf reserves the right to cancel or modify this Request for Statements of Qualifications at any time. Responses sent by facsimile machines will not be accepted. All statements of qualifications, including all attachments, supplementary materials, renderings, sketches, addenda, etc. shall become the property of WPC Well upon submittal by the applicant and shall not be returned to the applicant. Interviews (in person or by phone) may be required, the White Pine County Manager reserves the right to make a final selection based solely on the above-mentioned evaluation criteria. All firms and Project Engineers shall be licensed to conduct business in the State of Nevada per the Nevada Revised Statutes and the requirements of the Nevada State Board of Professional Engineers and Land Surveyors. Statements of qualifications shall be completed in accordance with the submittal instruction contained herein. Failure to comply with the instructions may result in rejection of the submitting firms, at the sole discretion of the selection committee. All costs related to the preparation of the statement of qualifications and any related activities are the sole responsibility of the applicant. WPC assumes no liability for any costs incurred by applicants throughout the entire process. All statements of qualifications, including all attachments, supplementary materials, renderings, sketches, addenda, etc. shall become the property of WPC upon submittal by the applicant and shall not be returned to the applicant. Final selection will be based on the written statements submitted, interview process (if held), and the evaluation criteria summarized previously. WPC reserves the right to reject any statements of qualifications, to waive any informality or irregularity in any response to this request for qualifications received, and to be the sole judge of the merits. The method of contractor selection has not been determined at this time.
