Construction Engineering and Inspection services and technical support services related to improvements/construction of Countywide Transit Infrastructures per Scope of Work. Scope of Work: The Broward County Transportation Department (BCT) seeks a qualified Consulting Engineering and Inspection firm pursuant to CCNA to provide Construction Engineering and Inspection (CEI) Professional Services and Technical Support Services related to Improvements/Construction of Transit Infrastructures Countywide. Goal Participation: This solicitation includes participation goals for certified Disadvantaged Business Enterprises (DBE). Refer to Special Instructions and the Office of Economic and Small Business Development Requirements section for additional information.
Florida Statute: Pursuant to Section 287.055, Florida Statutes ("CCNA"), price will not be considered in the final evaluation and ranking of firms. Agreement is anticipated to be negotiated based on a maximum not-to-exceed, based on the County's best interest.
Federal Transit Administration Requirements: Proposers are required to complete Exhibits 1A, 1B, 2, 5,7A,7B, & 11 found in Federal Transit Administration Funding Supplement Requirements and Certification and must be uploaded and submitted at the time of submittal in order to be responsive to the solicitation requirements (refer to Special Instructions for requirements). License and Certification Requirements: In order to be considered a responsive and responsible Vendor for the scope of work set forth in this solicitation, the Vendor must possess a specified license at the time of submittal (refer to Special Instructions for requirements).
Separation of Services: The entity(ies) performing design and construction engineering and inspection services (i.e. RFP No.
TRN2124157P1 Architectural and Engineering Professional Services for Transit Infrastructure DBE) may not be the same entity for this Project (refer to Scope of Work, Section 5.0 Separation of Services).
Conflict of Interest: Recommendations provided by the successful Vendor could result in subsequent procurements by the County for future implementation. To avoid any actual or appearance of conflict, the successful Vendor (and any subconsultants used by Vendor) will not be eligible to compete for such future services for the County (either as prime or subconsultant) resulting directly from the work performed by the Vendor's team related to the scope of services for this solicitation. This prohibition will not apply to services or any other work unrelated to the scope of services of this solicitation. The County reserves the right to review for any other potential conflicts on a case-by-case basis. Conflicts cannot be identified without a specific identified deliverable that will result in a subsequent scope of work. Additionally, a fact specific scenario would need to be evaluated at the time of preparing a prospective solicitation in order to determine if a conflict exists.
Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through Periscope S2G by the date and time referenced in the solicitation document (including any addenda). The County will respond to all questions via Periscope S2G. Contract duration: 3 years The method of Contractor Selection has not been determined at this time.
