A. PROJECT OVERVIEW The City of Georgetown is requesting Statements of Qualifications (SOQ) for design and related functions for the development of plans and specifications for architectural and engineering design services for the Georgetown Recreation Center Renovation and Expansion. City of Georgetown RFQ No. 202619 – Architectural Design Services for the Georgetown Recreation Center Renovation and Expansion Page | 10 The successful Firm will be involved for the full duration of the development of design, preparation of construction and bidding documents, and construction administration phases of the project. A description of the scope of work for this project is provided below. At a high level, the following items must be taken into account. • The successful firm must pay special attention to design and building use, considering the unique character of Georgetown. The design is to be compatible with the history and future development of the area. • The successful firm must involve substantive stakeholder input. • The Georgetown Recreation Center is a hub for heath, wellness and fun. The existing recreation center can be characterized as a place that is too small for the demand placed upon it. The expansion and renovation of the building will allow the city to expand the services to meet the current and future needs. • The City is experiencing significant population growth and expects to continue to increase in population through 2030. The City facilities and services are expected to grow accordingly. The design must prepare for the requirements of this future growth. The proposed construction shall comply with all design standards established in the City’s Unified Development Code and Code of Ordinances. B. GEORGETOWN RECREATION CENTER The City of Georgetown is planning the design, renovation and expansion of the Georgetown Recreation Center on a City-owned property. Renovations will be made to the existing 64,000 sq ft facility to improve the facilities, efficiency and systems. The proposed 30,000 sq ft expansion will provide much needed space for administration, classrooms, fitness, gymnasium, etc. Site work will include expanded parking and amenities. The City anticipates utilizing the Construction Manager at Risk form of procurement. Successful completion of this project will provide the City of Georgetown with adequate space for their existing recreation programs and staff; improved operational efficiency; security for staff and patrons; efficient operational and maintenance expenses (through the incorporation of energy efficient elements); adequate parking for staff and visitors; improved service; flexibility; and direction to accommodate future growth. C. PROJECT PHASING 1. Phase One – Review of 2023 Indoor Recreation Feasibility Study During Phase One, the successful firm shall review the recently completed 2023 Feasibility Study which identified the needs of the recreation center. The firm shall become familiar with the programs, facilities, office and support needs identified, as well as their day-to-day operations. Current and future staffing and programming have been identified, and included, as part of the study, as well as parking needs. The completed 2023 Feasibility Study will be provided to the successful firm for use in the design. This phase must consider and address: • Program summary • Enhancements to pedestrian, bicycle, and automobile circulation, as well as improvements to create a welcoming and consistent streetscape connecting the adjacent outdoor recreation areas. • The optimal design for the construction of the recreation center takes into consideration desire to maintain recreation programs during the construction and renovation. Phase Two – Schematic Design The successful firm shall provide schematic design options for the Recreation Center to solicit feedback from stakeholders. This phase shall include sufficient alternative approaches to design and construction of the Project to satisfy Owner’s requirements. 3. Phase Three – Design Development The successful firm shall provide a complete set of detailed drawings, developed from the selected schematic design, including architectural, MEP and Civil engineering drawings, as well as preliminary project specifications. Additionally, the firm shall provide probable construction costs, and a probable construction timeline. 4. Phase Four – Construction Documents The successful firm shall provide a full set of architectural construction documents, including plans and specifications for the renovation and construction of the building and related facilities, together with its built-in permanent fixtures and equipment. 5. Phase Five – Bidding and Proposal The successful firm shall serve on the selection committee for the general contractor/construction manager. The successful firm shall answer inquiries from bidders and proposers at Owner’s request and shall prepare any necessary addenda to the bidding or proposal documents; however, the City will issue the addenda. 6. Phase Six – Construction Phase – Administration of the Construction Contract The successful firm shall provide oversight throughout construction to ensure adherence to architectural plans. 7. Additional Required Services As required or upon request, the selected firm shall provide additional services including, but not limited to, the following in conjunction with this project: • Phase Five – The City anticipates utilizing the Construction Manager at Risk form of procurement. The selection of the Construction Manager (“CM”) will take place after the design is sufficient for the solicitation of the CM. The selected firm shall assist in producing a design package to be utilized in the solicitation for the CM. The selected firm shall then coordinate with the CM on constructability and budget until such time that the documents are ready for bidding. • Providing services to make assessment of existing site conditions and available area utilities. • Coordinate with City consultants for design of services such as security, access control, and mechanical control systems. • Project management and construction administration. Other approved specialized Professional Services as required in conjunction with this project PRE-PROPOSALMEETING A. Pre-Proposal meeting will be IN PERSON, beginning at 10AM CT on April 14, 2026. This meeting is not mandatory. Any questions and answers addressed during the conference meeting will be issued in an addendum and posted on the City website.
