Engineering services include, but are not limited to, field investigation of existing Bus Wash at MSC to determine the extent of upgrades required to replace the existing Bus Wash with a new system per scope of work and according to the current codes and standards, and preparation of construction Plans, Specifications, and Engineer's Cost Estimates (PS&E) for removal & replacement of the existing Bus Wash. The City of Thousand Oaks is proposing to replace and improve the existing Bus Wash facility located at the City's Municipal Service Center (MSC) at 1993 Rancho Conejo Boulevard. The existing Bus Wash facility was installed in 2009 and as the facility has aged, it has become outdated and less effective in thoroughly cleaning buses and other vehicles. In addition, the existing Bus Wash footprint makes it difficult for larger vehicles to enter and exit and there is limited available space to accommodate all desired equipment for the facility. The proposed upgraded Bus Wash would be in approximately the same location as the current facility, but with a design to meet the needs for larger vehicles and supporting equipment. In addition, the City is considering including a canopy or an enclosure for the Bus Wash. The City of Thousand Oaks reserves the right to postpone the Submittal Deadline and opening of Proposalany time before the date and time announced in the Request for Proposal/Qualifications (RFP/Q) or subsequent addenda. City also reserves the right to waive non-substantial irregularities in any Proposal, to reject any or all Proposals, to reject or delete one part of a Proposal and accept the other, except to the extent that Proposals are qualified by specific limitations. The City reserves the right to reject the Proposal of any Proposer who previously failed to perform adequately for the City or any other governmental agency. The City expressly reserves the right to reject the Proposalof any Proposer who is in default on the payment of taxes, licenses or other monies due the City of Thousand Oaks.
