Site work and paving for a mixed-use development in Rhinelander, Wisconsin. Completed plans call for site work for a road / highway; for paving for a road / highway; water / sewer project; sidewalk / parking lot; and sidewalk / parking lot.

The contract consists of the following approximate quantities: 8, 10, and 12-inch PVC Sanitary Sewer 5,560 lineal feet 8, 10, 12-inch Water Main Installation 7,204 lineal feet treet Reconstruction 30,300 square yards 12, 15, 18, 24, 30 and 36-inch Storm Sewer 5,740 lineal feet 24-inch Concrete Curb & Gutter 13,600 lineal feet 4-inch and 6-inch Concrete Sidewalk 72,200 square feet Grass Restoration 18,000 square yards Hot-Mix Asphalt Pavement 5,510 tons Appurtenances to the above construction items, such as service laterals and manholes are included, but are not listed above. The quantities are subject to change without notice prior to document distribution. The Contract Documents, consisting of Advertisement for Bids, Instructions to Bidders, Bidders Proof of Responsibility, Bid Proposal Form, Affidavit of Organization and Authority, Bid Bond (in the amount of 5% of the maximum amount of the bid), Disclosure of Lobbying Activities, Compliance Statement, Notice to Prospective Subcontractors of Requirements for Certifications of Non-Segregated Facilities, Certification Regarding Debarment, Suspension, Ineligibility & Voluntary Exclusion, Certification for Contracts, Grants and Loans, (EIF) MBE/WBE/SBRA Contacts Worksheet, Notice of Award Form, Agreement Form, Notice to Proceed Form, Performance/Payment Bond (100%), Certificate of Insurance, General Conditions, Supplementary Conditions, Technical Specifications, Drawings and Addenda (if any) may be examined at the following locations: Town & Country Engineering, Inc. 6264 Nesbitt Road Madison, WI 53719 Town & Country Engineering, Inc. 150 South Anderson Street, Suite 3 Rhinelander, WI 54501 City of Rhinelander 135 South Stevens Street Rhinelander, WI 54501 QUALIFICATIONS: Bidders must be pre-qualified with the City of Rhinelander within the last year or must be pre-qualified for this work 5 days prior to the bid deadline in accordance with Section 66.0903 of the Wisconsin Statutes. Each bidder must deposit, with his bid, security in the amount of 5% of the maximum bid amount. Bidders must be experienced in municipal pipeline and street construction. WAGE RATES AND SPECIAL CONTRACT REQUIREMENTS: This project will be funded in part by USDA Rural Development and the Safe Drinking Water Loan Program (SDWLP) established under Wisconsin State Statutes, as administered by the Wisconsin Department of Natural Resources. Neither the State of Wisconsin nor any of its departments, agencies, or employees is or will be party to this invitation for bids or any resulting contract. Disadvantaged Business Enterprises (DBE), including minority business enterprises (MBE) and women business enterprises (WBE) are encouraged to apply and be used to the greatest extent feasible. Qualified DBEs will be included in the Unified Certification Program WisDOT UCP list. Program policy requires all bidders to show good faith efforts to solicit proposals from DBEs. Contractors with a DBE classification are strongly encouraged to bid as the Prime Contractor on this project provided they are qualified to do the work. Award of the contract will be subject to the Federal governments policy of good faith effort for increased use of DBE businesses. A description of the policy and forms to be used are included in specifications. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term iron and steel products means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract. Documentation of efforts is required. Funding under the SDWLP program also requires all iron and steel products used in the construction of the project be produced in the United States (FFY 2014 Appropriations Act and/or Section 608 of the Federal Water Pollution Control Act (FWPCA)), including lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. Federal Equal Employment Opportunity (EEO), The Offeror's or Bidder's attention is called to the Equal Opportunity Clause and the Standard Federal Equal Employment Opportunity Construction Contract Specification" included in the specifications. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for minority participation for each trade = 0.6% (Oneida County) Goals for female participation in each trade = 6.9% The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area, per the U.S. Department of Labor Wage and Hour Division May 29, 2009 Guidance.
