MBTA CONTRACT NO. OCEPS18 THROUGH OCEPS27 DBE Goal: 20% DBE Owner: Federal-State Description: The Massachusetts Bay Transportation Authority (MBTA) is requesting proposals from architecture firms that are experienced in efficiently delivering small-scale facility design to provide General Architectural Consulting (GAC) Services to support the Office of the Chief Engineer. The selected GAC teams shall include the subconsultants necessary for programming, design development, and construction support for projects related to new and existing small-scale facilities that are generally incidental to operations and capital programming as well as for urban design and feasibility studies for MBTA facilities and third-party development on MBTA property. Subconsultant support could include, but not be limited to, code compliance, cost estimating, scheduling, structural, geotechnical, hazardous materials, and MEP/FP. The selected consultant(s) will exhibit a proven depth of design experience and technical architectural expertise, a proven ability to efficiently implement small design efforts as well as conceptual-level test fits of varying scales, and experience managing a team of sub-contractors to project completion. They will also exhibit an ability to create spaces that support employee well-being and workforce retention. The Office of the Chief Engineer (OCE) is responsible for prioritizing facility needs based on asset data and coordinating needs from across all MBTA Departments. The selected consultant(s) will work with the OCE, and facility end-users, to program and design spaces that most efficiently and effectively address project needs. All proposed projects will be fully scoped within the OCE and assigned on a task order basis. The OCE will also be responsible for establishing design standards along with providing technical expertise for the MBTA. Task orders issued under the GAC may include, but not be limited to, the following services: o Scoping/facility programming/preliminary design services o Test fits and planning o Design services o Project engineering assistance o Contract management assistance o Value engineering o Quality assurance o Field quality control for surveillance of construction/modification activities o Design review o Cost estimating o Environmental assistance o Independent cost estimating o Other activities as assigned by the Office of the Chief Engineer The scope of services will be authorized on a task order basis. The MBTA will award up to ten (10) contracts. The duration of each contract will be three (3) years, with two (2) option periods of one (1) year each. It is the practice of the Authority to encourage the economic growth of professional firms through broad solicitation and award of contracts. All capable firms are invited to submit a Statement of Qualifications in accordance with the instructions presented in this solicitation, and firms that have not previously worked with the MBTA are encouraged to respond. Following an initial evaluation of qualifications and performance data, firms considered to be the most highly qualified to provide the required services will be requested to submit proposals and may be invited to participate in oral interviews. Please note in order to be considered for an RFP, the proposer must pass the AA/EP/DBE Evaluation. This is not a Request for Proposal. The MBTA reserves the right to cancel this procurement or to reject any or all Statements of Qualifications. The method of Contractor Selection has not been determined at this time.
