MBTA CONTRACTS NO. Z94PS19 THROUGH Z94PS28 DBE Goal: 20% DBE Owner: Federal-State Description: The Massachusetts Bay Transportation Authority (MBTA) is seeking to enter into a task-order based contract for design, engineering, and construction phase services for MBTA-owned bridges and other structures systemwide with qualified, multi-disciplined engineering firms exhibiting a proven depth of experience and technical expertise in the design and construction for the rehabilitation/replacement of commuter rail, freight, light and heavy rail transit, highway, pedestrian and utility bridges; other structures, traction power; signals; track; and other disciplines for a multimodal public transportation agency. The selected consultant(s) will provide the necessary services to manage and coordinate the activities required to complete all tasks assigned under the contract for all phases of the Project, as deemed appropriate by the MBTA. Disciplines required to deliver the scope of services include, but are not limited to architecture, multidiscipline engineering (i.e. civil, structural, electrical, and mechanical); traction power; track; signals; environmental services; historical assessment; code compliance; and stakeholder and public participation. Consultants with experience in Accelerated Bridge Construction (ABC) techniques are strongly preferred. Consultants are encouraged to utilize Accelerated Bridge Construction (ABC) techniques where possible to minimize on site construction time, total project schedule, and service interruptions; and to improve structure quality and durability. The major categories of services shall include: 1. General Project Management Services 2. Design Phase Services 3. Bid Phase Services (Design-Bid-Build Method) 4. Bid Phase Services (Design Build Method) 5. Construction Phase Services (CPS) (Design-Bid-Build Method) 6. Construction Phase Services (CPS) (Design-Bid Method) Services are phased using the MBTA's standard Design-Bid-Build procurement structure, however, additional phases have been included to give the MBTA the option to efficiently proceed with a Design-Build procurement of this Project at any point in the design process. The additional phases are intended to support a Design-Build procurement from advertisement and bidding through construction with technical support services as further described herein. The MBTA reserves the right to exercise these phases at any time during the contract at its sole discretion. The MBTA will award up to ten (10) contracts. The duration of this contract is five (5) years from the date of Notice to Proceed, with two (2) optional extensions of one (1) year each. It is the practice of the Authority to encourage the economic growth of professional firms through broad solicitation and award of contracts. All capable firms are invited to submit a Statement of Qualifications in accordance with the instructions presented in this solicitation. Following an initial evaluation of qualifications and performance data, firms considered to be the most highly qualified to provide the required services will be requested to submit proposals and may be invited to participate in oral interviews. Please note in order to be considered for an RFP, the proposer must pass the AA/EP/DBE Evaluation. This is not a Request for Proposal. The MBTA reserves the right to cancel this procurement or to reject any or all Statements of Qualifications. The method of Contractor Selection has not been determined at this time.
