The following is a general summary of the project and is not intended to be a comprehensive scope of work. The most qualified design team that can demonstrate experience in all the following areas will be selected to prepare a more comprehensive and complete scope of work as an exhibit and portion of their Professional Services Agreement. There may be things that a qualified design team recognizes that were not covered in this summary and materials provided that may be addressed in their Submittal of Qualifications in response to the Request for Qualifications. The current roadway section for McDowell Road is a two-lane county roadway that extends from Jackrabbit Trail West to a point approximately 530' east of Tuthill Wash. The current roadway section for Jackrabbit Trail is a two-lane county roadway that extends north to Thomas Road, at which point it transitions to arterial half-street improvements on the western half-street. The project includes full roadway improvements on McDowell Road and Jackrabbit Trail. This includes curb & gutter, sidewalks/trails, streetlights, landscaping, and irrigation, raised median, driveways, utility stubs, etc. The project limits for McDowell Road are from Tuthill wash east through the intersection of Jackrabbit Trail. The project limits for Jackrabbit Trail are north of Thomas Road south through McDowell Road McDowell Road- Tuthill Wash to Jackrabbit Trail IntersectionMcDowell Road will need to be widened to Arterial Standards (COB Std. Det. 63130) with the intent to ultimately build out to Major Arterial Standards (COB Std. Det. 63120) in the future. This will require a preliminary design of McDowell Road to Major Arterial standards so that future build out can be determined. Understanding and approach for how the arterial section can be built now with some foresight on how the future major arterial section can be built will be important. The McDowell Road improvements will extend from Tuthill Wash (at the Verrado/DMB property Line) east to the intersection of McDowell Road. The approach to this phasing will be an important consideration for this project. There is potential development on the west side of Tuthill Wash that will need to be coordinated with at the SEC or Verrado Way and McDowell. That development will need to extend McDowell Road to tie in at Tuthill Wash with this project, so good coordination is crucial. All Driveway spacing will need to be per City standards. Controlled access will be a consideration for this project. Residential access shall be provided from streets of a lower classification. Non-residential access shall be provided per COB driveway spacing and access control standards and practices. Deceleration lanes are required along the project's frontage at all non-residential locations. Jackrabbit Trail-Intersection at McDowell Road through Thomas Road - Jackrabbit Trail will need to be widened to Major Arterial Standards COB Std. Det. 63120 with this project. It will require significant right-of-way acquisition on the east side of the roadway. The centerline of the roadway may be offset to avoid impacts on the regional FCDMC channel on the west. Tapers and tie-ins at the north end and south end of the project limits will be important. This portion of the project is the recipient of State/Federal funding that will be awarded from the State to the City for the City to Administer and deliver the project in the next few months. As such, the project costs for this portion of the project will need to be kept separate from the McDowell Road portion of the project. Intersection of McDowell Road and Jackrabbit TrailCoordination with ADOT on this intersection is a critical factor in this project being successful. ADOT and their design team for the Jackrabbit Trail & Interstate 10 (I-10) Traffic Interchange will take the lead on preliminary design, location, and layout of the intersection. Once the preliminary location of the intersection has been determined by the ADOT design team (anticipate June of 2023) the city design team will need to make sure the design of McDowell Road and Jackrabbit Trail outside the intersection can be seamlessly tied in meeting all City of Buckeye horizontal and vertical design requirements. The City's modified Intersection design for a Major Arterial to Arterial intersection will need to be utilized in the design and is attached for reference.
