The requirement will be solicited as a 100% small business set-aside The U.S. Army Corps of Engineers (USACE) Norfolk District (NAO) intends to issue an Invitation for Bid (IFB) with Definitive Responsibility Criteria (DRC) acquisition for the Willoughby Channel Maintenance Dredging project located in Norfolk, Virginia. This procurement will be conducted in accordance with FAR Part 14, Invitation for Bid (IFB). The Government intends to award a firm-fixed-price (FFP) contract. The applicable NAICS code is 237790, Other Heavy and Civil Engineering Construction, with a Business Standard of $37M and Product Service Code of Y1KF - Construction and Dredging Facilities In accordance with FARS 36.204(F) Disclosure of the magnitude of construction projects, the magnitude of construction is between $1,000,000.00 and $5,000,000.00. Project Description: Provide labor, material, and equipment to perform the following: USACE NAO is seeking a small business capable of performing approximately 65,000-80,000 CY maintenance dredging from the Willoughby Channel Federal Navigation Project (Federal Project) located in Norfolk, Virginia. The work at Willoughby Channel consists of maintenance dredging to remove shoaled areas within the channel by use of a mechanical dredge, transport by barge or scow, with hydraulic pump-out into the cells at the Craney Island Dredged Material Management Area (CIDMMA). A minor amount of clean-up material may be bottom placed into the Craney Island Rehandling Basin (CIRB). Dredging involves approximately 80,000 cubic yards of material to a depth of -11.0 feet MLLW, with each dredging area having one (1) foot of allowable overdepth. Definitive Responsibility Criteria: The bidder shall use a minimum of one (1) project, per defined work criteria, to demonstrate experience. Each defined work criteria must be addressed but can be from the same project. The DRC are defined as follows: Dredging: The apparent low bidder shall provide documented contract experience in performing a mechanical dredging job in bay and coastal environments of a minimum of 50,000 cubic yards (cy). Placement at Craney Island Dredged Material Management Area (CIDMMA): The apparent low bidder shall provide documented contract experience of mechanically dredging a minimum of 50,000 cy with the placement of dredged material via hydraulic pump-out from a barge/scow to a confined upland placement area. The IFB and accompanying documents will be issued electronically and will be uploaded to Procurement Integrated Enterprise Environment (PIEE) (eb.mil) on or about 10 August 2023. Telephone calls or written requests for the IFB package will NOT be accepted. Prospective bidders are responsible for monitoring SAM.gov and PIEE to respond to the solicitation and any amendments or other information regarding this acquisition. Prospective bidders are required to be registered in SAM when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment of any contract.
