As of June 26, 2025, this project has been awarded to a general contractor. *The closed solicitation has been included below for reference: The Saginaw County Road Commission (SCRC) is requesting proposals for Engineering Services for the design of a Federal Aid Project within Saginaw County. For scheduling purposes and a design timeline, the project should be submitted to the Michigan Department of Transportation in anticipation of December 2024 letting date. This Road project includes the design of approximately 2.5 miles of roadway improvements through Saginaw County. Tittabawassee is a two-lane Major collector carrying approximately 5700 vehicles per day west of River Road and 9100 Vehicles per day east of River Road. The road is intended to be an all-season route funded with a variety of sources. The project shall be designed according to 3R/4R standards and in accordance with a typical MDOT Federal-Aid project. Our vision of the project is to resurface the roadway and provide 4' paved shoulders west of River Road and 6' paved shoulders east of River Road. This project is intended to profile mill the surface and overlay the roadway with 3.5" of HMA. The paved shoulders will be placed over existing gravel shoulders. A Roundabout will be added at the intersection of Tittabawassee and River Roads. Full design plans will be needed for the roundabout intersection. Most of the roadwork can be designed and set up as a log job. We anticipate needing easements to construct the roundabout. The consultant will need to provide legal descriptions and drawings for these locations. The Road Commission will be responsible for getting the additional right of way. The Saginaw County Road Commission, through its MPO has allotted a construction budget of $1,000,000 for the road project and $950,000 for the roundabout project. The design shall follow a critical path to meet a proposed letting date no later than December 2024. The estimated start of construction likely be May 2025. Award of the contract will be on or near February 28, 2023 The method of contractor selection has not been determined at this time
