Site work, paving and new construction of a mixed-use development in Lakeland, Florida. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; for the construction of a transportation facility; transportation facility; sidewalk / parking lot; and transportation facility.

It is the intent of this solicitation to select a design-build firm to provide design and construction services for the construction of two hangar facilities up to 6,000 square feet each. Proposed Hangar (A) will be up to 6,000 square feet with 800 square feet of internal office space (including restrooms and a kitchenet). Proposed Hangar (B) will be up to 6,000 square feet with an internal restroom. Both proposed hangars will be located northeast of Lakeland Linder International Airport's air traffic control tower. Associated vehicle parking, aircraft ramp, and security elements (gates, fencing, and access controls) shall also be included in the project for each hangar. The selected firm will work with the City and tenant(s) throughout the design phase of the project on exact hangar, office, ramp, security, and parking requirements. The contractual relationship for this Project is with the City of Lakeland. Bidders requiring clarification or having a dispute with these documents must advise the City Purchasing Division of the nature of the required clarification or basis of the dispute, in writing, no later than January 23, 2023. If no written contact has been made by this specified date, the Bidder waives the right to any future consideration and accepts the documents as published and/or revised by the City. In Accordance With The State Of Florida Consultant's Competitive Negotiation Act (Ccna), F.s. 287.055. The City Of Lakeland Is Requesting Sealed Statements Of Interest And Qualifications From Firms Experienced In Professional Hangar Construction Design-build Projects. Proposed Hangar (A) Will Be Up To 6,000 Square Feet With 800 Square Feet Of Internal Office Space (Including Restrooms). Proposed Hangar (B) Will Be Up To 6,000 Square Feet With An Internal Restroom. Both Proposed Hangars Will Be Located Northeast Of The Airport's Air Traffic Control Tower. Associated Vehicle Parking, Aircraft Ramp, And Security Elements (Gates, Fencing, And Access Controls) Shall Also Be Included In The Project. The Selected Firm Will Work With The City And Tenant(S) Throughout The Design Phase Of The Project On Exact Hangar, Office, Ramp, Security, And Parking Requirements. DESIGN - Includes design services for each hangar and associated / appliable office, vehicle parking, and ramp either using your own architectural/engineering staff or through a subcontract with an architectural/engineering firm. This would include obtaining all necessary permits and approvals to construct the facility inclusive of any local, State (SWFWMD), and Federal (U.S. Army Corps of Engineers) approvals and permits. The initial use of the two up to 6,000 square foot hangars will be for smaller aircraft operations to include Cessna 172 and 182 type aircraft but must also be capable of accommodating larger aircraft to include a King Air 350/360; requiring minimum door height, width, and hangar length considerations. The facility must also meet all NFPA and FAA design standards. Value engineering in this phase will be critical to minimize construction costs and to remain within the Airport's budget. HANGAR CONSTRUCTION - Includes the management and coordination of all the trades necessary to complete the site work and construction of the hangar(s). It is important that the company can demonstrate that the overall costs to construct the facility can be accomplished within the Airport's Capital Budget to encompass all related costs in an amount not to exceed $1.5 million. Please note that due to potential costs, the City may elect to only build Proposed Hangar (A).
