The successful bidder will be required to comply with all applicable federal, state and local laws and regulations. The Massena Housing Authority (MHA) follows all rules and regulations set forth by the United States Department of Housing & Urban Development (HUD). Attention of bidders is called to the tax exempt status of the Massena Housing Authority. Bids should not include sales and compensating use tax on the cost of materials which are to be incorporated into the structure. The Massena Housing Authority reserves the right to consider all bids for a period of not to exceed thirty (30) days following the bid opening before awarding the Contract, during which period bids shall not be withdrawn, and reserves the right to reject any or all bids, to waive any informality in the bids, and to award the Contract in the owner's best interest. The date of substantial completion for the work shall be 1 April 2023. A penalty of one hundred dollars ($100.00) per day may be assessed for late substantial completion.
