The scope of work consists of furnishing materials, labor, equipment, tools and accessories necessary to renovate the courthouse in accordance with plans and specifications prepared by HTW, Architects, Engineers and Planners, LLC. Each contractor s bid must be accompanied by a certified check or bid bond executed by the bidder and a surety company authorized to transact business in the State of Arkansas in the sum of not less than 5% of the total amount of the bid. Said certified check or bid bond will be returned to the unsuccessful bidder upon request when the award is made to the successful bidder and the contract has been signed and the performance and labor and material payment bonds have been executed. A Performance and Payment bond in the amount equal to 100% of the contract amount shall be required from the successful bidder. Pursuant to Ark. Code Ann. 22-9-203, the state encourages all small, minority and women business enterprises to submit bids for capital improvements. No bidder may withdraw his bid within 30 days after the actual date of the opening thereof. The owner reserves the right to waive any formalities or to reject any or all bids.
