Site work and paving for a road / highway in Ramer, Alabama. Completed plans call for site work for a road / highway; and for paving for a road / highway.
Bidders are responsible for assuring their bids are received prior to bid date and time. Project No.'s RA MCP 51-12-2021, RA MCP 51-13-2021, RA MCP 51-14-2021, MCP 51-15-2021, MCP 51-16-2021 MCP 51-17-2021, and MCP 51-18-2021 is intended to comply with the Rebuild Alabama Act, No. 2019-2, and Alabama Code Title 39, and the Alabama Public Works Law for a total length of 25.507 miles. Bidders shall also be required to comply with the provisions of the Rebuild Alabama Act, No. 2019-2 and Title 39. Details concerning these roads and a map of their location are included within the Contract Documents. Project No. MCP 51-19-21 is designated as the construction of Resurfacing Various County Roads for a total length of 14.030 miles. Details concerning these roads and a map of their location are included within the Contract Documents. All bids must be submitted in a sealed envelope bearing on the outside the title of work, name of the Bidder, and the date of the presentation. Envelopes containing bids must be addressed, as follows, and delivered to Montgomery County Commission: Attention: Purchasing Department, Montgomery County Administrative Building Annex III, Montgomery, AL 36104: "Rebuild Alabama Project No.'s 's RA MCP 51-12-2021, RA MCP 51-13-2021, RA MCP 51-14-2021, MCP 51-15-2021, MCP 51-16-2021 MCP 51-17-2021, and MCP 51-18-2021 and Resurfacing County Roads Project No. MCP 51-19-21, Bid No. 53108-23B-007. A cashier's check or bid bond payable to the Montgomery County Commission in an amount not less than five (5) percent of the amount of the bid, but in no event more than $50,000, must accompany the bidder's proposal, unless otherwise indicated. A performance bond in the form and terms approved by the County in amount not less than the contract price will be required at the signing of the contract. A payment bond in the form and terms approved by the County in amount not less than fifty (50) percent of the contract price shall also be required at the signing of the contract. In addition, the Contractor must furnish to the County, at the time of the signing of the contract, a certificate of insurance coverage as provided in the proposal. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered; the bidder shall show evidence by clearly displaying his or her current license on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if in the Owner's judgment it is in the best interest of the Owner and will thereby be promoted. No bidder may withdraw his bid within 45 days after the actual date of the opening thereof. Code of Alabama: Section 39-3-5 Preference to resident contractors in letting of certain public contracts In the letting of public contracts in which any state, county, or municipal funds are utilized, except those contracts funded in whole or in part with funds received from a federal agency, preference shall be given to resident contractors, and a non resident bidder domiciled in a state having laws granting preference to local contractors shall be awarded Alabama public contracts only on the same basis as the non resident bidder's state awards contracts to Alabama contractors bidding under similar circumstances; and resident contractors in Alabama, as defined in Section 39-2-12, be they corporate, individuals, or partnerships, are to be granted preference over non residents in awarding of contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the non resident.
