Site work and renovation of a water / sewer project in Edenton, North Carolina. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The Project consists of constructing the following major items: 1. Administration Building a. Replace cabinets and interior doors. b. Repair interior ceiling and check roof for leaks. c. Repaint the interior and exterior building shell. d. Wall off office area. 2. Headworks a. Addition of self-contained headworks 3. Treatment and Storage Lagoon a. Replace the 3 existing 20 hp floating aerators and control panel with a new low horsepower mixing and aeration system. b. Replace the curtain baffle in the lagoon. c. Targeted sludge dredging from edges of lagoon. 4. Spray Irrigation Pump Station a. Replace one (1) 24-inch butterfly influent control valve between the lagoon and the wet well and provide electric automation. b. Replace spray irrigation pumps, motors and controls and install electrical soft starts on the pump control panel. c. Replace both 16-inch swing check valves and piping on effluent side of pumps. d. Replace both 16-inch butterfly valves and piping on effluent side of pumps. e. Replace insulation on header piping and valves. f. New aluminum stairway/ramp access to pumps. g. New aluminum ladder to access wet well. h. Replace effluent screening basket with new effluent flowmeter. 5. Disinfection a. Rehabilitate chlorine treatment system to decrease fecal coliform count in effluent. 6. Site Access a. Repair/replace approximately 25,000 LF ("75%) of barbed wire site fencing that is damaged. 7. Spray Field a. Replace all 45 sprayfield zone control valves with new solar powered electrically actuated valves with SCADA control. b. Replace approximately 300 sprayheads which are clogged or broken in permitted wetted acreage areas. c. Replace approximately 50 sprayheads which have been damaged by mowing operations. d. Clear, grade, and reseed sprayfield, including removal of all trees. e. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. Bidders who return full sets of the Bidding Documents in good condition (suitable for re-use) within ten (10) days after receipt of Bids will receive a full refund and any Non-Bidder upon returning such a set in good condition within ten (10) days will be refunding on-half of the plan deposit. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instructions to Bidders. Bid Security in the amount of five percent of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instructions to Bidders. Bidders shall be required to submit with their Bids affidavits of "Good Faith Efforts" in the recruitment of Minority Businesses. The Owner is an Equal Opportunity Employer and encourages bidding by small, minority and female contractors and does not discriminate on the basis of handicapped status. Bids from qualified disadvantaged business enterprise (DBE) are encouraged. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. This Project is expected to be funded at 100% of the total project cost of $4,006,000 including engineering and contingencies. Any amount exceeding $4,006,000 will be financed by the Owner. Any contract awarded under this Advertisement for Bids is expected to be funded in part by a loan or grant from the State of North Carolina. Neither the State or Federal Government nor any of their departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting Contract. This procurement will be subject to State regulations. Any contract awarded under this Advertisement for Bids is expected is to be funded in part by a grant from the U. S. Environmental Protection Agency. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting Contract. Bidders must comply with the President's Executive Order Numbers 11246 and 11375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders shall provide certification of prior work under Executive Order 11.426 (Equal Employment Opportunity) as amended. Bidders shall make positive efforts to use small and minority-owned businesses and woman business enterprises. The successful Bidders shall comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4, if applicable. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standard Act. This contract will be funded in whole or in part using funds from Clean Water and / or Drinking Water State Revolving Funds. As such, the special provisions concerning the American Iron and Steel (AIS) requirements as noted in the Instruction to Bidders and Supplementary Conditions shall be required for this contract. The Work will be subject to the prevailing wage rates and to the Equal Employment Opportunity requirements established by the U.S. Department of Labor. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A -- Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies to American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel; lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to the contract. The Work will be substantially completed within 360 days after the date when the Contract Times commence to run as provided in Paragraph 4.01 of the General Conditions, and completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions within 390 days after the date when the Contract Times commence to run
