Demolition, site work, paving, new construction, remodeling, renovation and addition to a civil project in Waterloo, Wisconsin. Completed plans call for site work for a road / highway; for paving for a road / highway; for the addition of a water / sewer project; for the demolition of a water / sewer project; for the construction of a water / sewer project; for the remodel of a water / sewer project; for the renovation of a water / sewer project; and water / sewer project.

The proposed scope of work will include the following: Bid Item 1: Wastewater Treatment Facility Renovation of and addition to the existing administration building; including bathroom and breakroom remodels, office/lab addition, garage addition, and architectural, plumbing, HVAC and electrical replacements throughout the structure Renovation of the existing influent pump station Construction of a new headworks building with mechanical bar screen and grit removal facilities Structural and mechanical modifications to the existing aeration basins including creation of new selector basins, creation of a new effluent splitter box, and mechanical replacement and addition of influent/effluent piping, selector basin mixers and piping, and fine bubble diffused aeration Minor renovations in the existing final clarifiers and RAS structure to replace existing dome covers with new aluminum domes, addition of interior baffling, and modifications to scum pumping Renovation of the existing blower/filter building to replace blowers, tertiary filters, and the site electrical service Construction of a new RAS/WAS pump building Renovation of the existing effluent structure to replace effluent UV disinfection and add effluent pumping Renovation of the existing sludge storage tank; including replacement of the existing dome cover with an aluminum dome, replacement of diffusers and pumps, and miscellaneous metals Additive bid construction of a new hauled waste receiving tank Demolition of the existing headworks building HVAC, plumbing and electrical work in remodeled and new construction o Site work to include but not be limited to erosion control, site piping, road construction and paving, grading, and landscaping Bid Item 2: Water Booster Station Removal of all existing equipment. Replacement of well and booster station motor controls, electrical, and instrumentation equipment Installation of new booster piping, booster pumps, and hydro pneumatic tank equipment Reconditioning of the existing hydro pneumatic tank Modifications to architectural items and HVAC Alternative bid replacement of the existing hydropneumatics tank Bidders must be pre-qualified with Waterloo Utilities within the last year or must be pre-qualified for this work 5 days prior to the bid deadline in accordance with Section 66.0903 of the Wisconsin Statutes. Each bidder must deposit, with his bid, security in the amount of 5% of the maximum bid amount. Bidders must be experienced in municipal pipeline construction. Waterloo Utilities reserves the right to reject any and all bids and to waive informalities in any bid. Additional Description: This project will be funded in part by USDA Rural Development and may be funded by the Clean Water Fund (CWF) established under Wisconsin State Statutes, as administered by the Wisconsin Department of Natural Resources. Neither the State of Wisconsin nor any of its departments, agencies, or employees is or will be party to this invitation for bids or any resulting contract. Disadvantaged Business Enterprises (DBE), including minority business enterprises (MBE) and women business enterprises (WBE) are encouraged to apply and be used to the greatest extent feasible. Qualified DBEs will be included in the Unified Certification Program WisDOT UCP list. Program policy requires all bidders to show good faith efforts to solicit proposals from DBEs. Contractors with a DBE classification are strongly encouraged to bid as the Prime Contractor on this project provided they are qualified to do the work. Award of the contract will be subject to the Federal government's policy of good faith effort for increased use of DBE businesses. A description of the policy and forms to be used are included in specifications. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract. Documentation of efforts is required. Funding under the CWF program also requires all iron and steel products used in the construction of the project be produced in the United States (FFY 2014 Appropriations Act and/or Section 608 of the Federal Water Pollution Control Act (FWPCA)), including lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. Federal Equal Employment Opportunity (EEO), The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specification" included in the specifications. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: o Goals for minority participation for each trade = 7.0% (Jefferson County) o Goals for female participation in each trade = 6.9% The successful bidder may be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area, per the U.S. Department of Labor Wage and Hour Division May 29, 2009 Guidance. These requirements will be listed as an additive bid item for the project dependent upon the final funding for the project.
