The Town of Bridgeville requests proposals from Professional Tank Maintenance Service Providers experienced in the inspecting, renovating, and preventive maintenance of potable water storage facilities. The purpose of this Request for Proposal (RFP) is 1) to provide interested Service Providers with sufficient information to enable them to submit a detailed proposal for review; 2) to set forth a systematic method of evaluation that will be fair and impartial to all interested Service Providers; and 3) to generate uniform Proposals for evaluation by the Town. The Town may reject a proposal if: The service provider misstates or conceals any material fact in the proposal: or if, The proposal does not strictly conform to the law or requirements of the proposal: or if, The proposal is conditional, except that the service provider may qualify his or her proposal for acceptance by the Town on an "all or none" basis or a "low item" basis. An "all or none" basis proposal must include all items upon which proposals are invited. The Town may, however, reject all proposals whenever it is deemed in the best interest of the Town to do so and may reject any part or all. The Town may also waive any minor informalities or irregularities in any proposal. Questions should be emailed to the attention of Bethany DeBussy, Town Manager, with the subject line "Tank Maintenance RFP#2023-A01." All questions will be responded to by the Town within five (5) working days, and the question and answer will be dispersed to all Service Providers who requested an RFP. Service Providers are responsible for performing all necessary inspections or investigations to thoroughly inform themselves regarding the scope of work, delivery of material and equipment, condition of each water tank, and the service to be performed as required by this document. No plea of ignorance of conditions that exist or that may hereafter exist as a result of failure or omission on the part of the proposed shall be grounds to fail to fulfill, in every detail, the requirements of the contract document.
