This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is PAN413-23-P-0000 000174 and is issue as a Request for Proposal (RFP) to establish a Firm Fixed Price (FFP) service contract for the purchase of Rooftop Snow/Ice Removal Services at Fort Wainwright, Alaska. The combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04, effective 30 January 2022. The DFARS provisions and clauses are those in effect 1 January 2023. 1. This requirement is solicited on a 100% Small Business Set-Aside basis in accordance with FAR 6.203, Set-asides for small business concerns. The associated North American Industrial Classification System (NAICS) code for this procurement is 562910 - Remediation Services. The NAICS Code was identified through a review of the U.S. Census Bureau's website where Remediation and Cleanup of Contaminated Buildings, Mine Sites, Soil, or Ground Water was listed as a corresponding index category. The small business size standard is $22 million. DESCRIPTION OF REQUIREMENT: The Contractor shall provide all personnel, equipment, supplies, materials, tools, facilities, transportation, supervision, and other items and non-personal services necessary to safely remove snow and ice from the roofs of seven (7) priority one (1) buildings 3030, 3409, 3480, 3485, 3700, 3712, 3717 and priority two (2) buildings as determined in Fort Wainwright, AK as defined in the attached Performance Work Statement (PWS). PLACE OF PERFORMANCE: The place of performance shall be at Fort Wainwright, Alaska. PERIOD OF PERFORMANCE: The period of performance (POP) consists of 12 Months Base Year + 4 Option Years. The PoP is as follows: Base Year 1 February 2023 - 31 January 2024 Option Year 1 1 February 2024 - 31 January 2025 Option Year 2 1 February 2025 - 31 January 2026 Option Year 3 1 February 2026 - 31 January 2027 Option Year 4 1 February 2027 - 31 January 2028 Any questions concerning this combined synopsis/solicitation shall be submitted electronically via email to cory.l.cornell.civ@army.mil no later than Tuesday, January 10, 2023 at 1:00 PM (AKST).
