Site work for a mixed-use development in Mineola, New York. Completed plans call for site work for a bridge / tunnel; sidewalk / parking lot; water / sewer project; and road / highway.

The work covered by this contract involves furnishing labor, materials, tools, equipment, and incidentals as specified for the rehabilitation, and/or installation, modification and/or removal of degraded and/or deteriorated drainage facilities, and/or roadway drainage systems including but is not limited to storm water basins, drainage ditches/corridors, streams, ponds, culverts, drainage structures, pipes, headwalls, wing walls, outfalls, sluiceways, bulkheads, embankments, off-roadway facilities (pathways, parking lots, access roads in County Parks, Preserves, Facilities), other related specialized work and/or emergency repair work at various sites /locations in Nassau County. The County intends to award a primary contract and a secondary contract. The secondary contract will only be utilized if the primary contractor is unable to perform contract work. The secondary contract will be awarded, but the secondary contractor will not be obligated to provide proof of a Performance Bond, Labor and Material Bond and Insurance until such time as it is given a Notice to Proceed. All questions regarding this contract shall be submitted via email prior to 4:00 PM on Friday, January 20th, 2023, to Gijo Varghese at Gvarghese@nassaucountyny.gov No interpretation of the meaning of the Drawings, Specifications or other Contract Documents will be made to any Bidder orally. Prospective bidders must request in writing such interpretation from the Commissioner and such interpretation will be given in writing in the form of written addenda, to all prospective bidders, in accordance with the Instructions to Bidders, Item G. This Contract will be subject to Nassau County Local Laws No. 14-2002, "Participation by Minority Group Members and Women in Nassau County Contracts," which requires submission of a Utilization plan prior to the award of a County contract, No. 2-2016, "Participation of Service-Disabled Veterans in County Contracts," and No. 9-2002, as amended by No. 3-2015, which require that firms entering into contracts with Nassau County must participate in registered and approved apprenticeship training programs unless such requirement are supplanted by requirements specified in the bidding instructions. Prospective bidders requesting Contract Documents by mail must remit an additional, nonrefundable, fee of $30.00 per set to cover handling and first-class mailing. At the time of bid submission, the Contractor shall submit, as part of its bid, documents in compliance with Title 51 of the Nassau County Miscellaneous Laws demonstrating participation in approved apprenticeship training programs that are appropriate for the type and scope of work to be performed pursuant to the Contract. Such apprenticeship training programs appropriate for the scope of this Contract shall include, but are not limited to the following: Laborers, Operating Engineers, Arborists, or any other trade appropriate for the type of work proposed. The apprenticeship training programs shall be registered with, and approved by, the New York State Commissioner of Labor in accordance with Article 23 of the New York State Labor Law. Note that if the Contractor does not comply with these requirements, the Commissioner may declare the Contractor's bid proposal non-responsive and award the Contract to the next lowest responsible Bidder. ONLY BID CONTRACT DOCUMENTS PURCHASED FROM THE PERMIT OFFICE IN THIS MANNER WILL BE ACCEPTED /CONSIDERED. Vendors doing business with Nassau County, including those responding to this solicitation, must register with the County. The Nassau County Bid Solicitation Boards are open to all registered vendors. Vendors that have not registered are able to view open solicitation opportunities, but they are not able to download solicitation documents or submit bids or Security for Bid as set forth herein must be presented with the Bid. SUBCONTRACTOR LISTS - In accordance with GML 101, for projects (1) to which a project labor agreement applies, (Labor Law Section 222) and, additionally, (2) on a public work contract for which separate specifications have not been prepared, each Bidder shall submit with its bid a separate sealed list on the forms provided with the proposal forms that names each subcontractor (for the enumerated work, if applicable) that the Bidder intends to use to perform work on the contract. Notwithstanding the forgoing, all subcontractors must be approved by the Commissioner in writing prior to such subcontractor's performance of any work.proposals. "Failure to Provide the Required Security Will Render the Bidder Nonresponsive and the Bid Will Not Be Accepted, Opened or Read Aloud. In Addition, Failure to Provide the Required Subcontractor Information at the Time of Bid Opening May Render the Bidder Non- Responsive".
