For Work Zone Traffic Control and Access Equipment for Consultant and State Inspection Teams The New York State Department of Transportation, is assisting HNTB New York Engineering and Architecture, P.C. (HNTB), in the selection and retention of a Subcontractor, to provide Work Zone Traffic Control for Consultant and State Inspection Teams and various Access Equipment throughout NYSDOT's Region 10, under Contract No. D038020 PIN 0B21.02. The selected Subcontractor will be required to provide all labor, materials, machinery, tools, and equipment for the Work Zone Traffic Control for the biennial bridge inspection in NYSDOT Region 10 - Nassau and Suffolk Counties in the State of New York. The required traffic control will assist HNTB and New York State Department of Transportation (NYSDOT) personnel, or their authorized designee, with the inspection of said bridges. Work shall be performed as described and in accordance with the Manual of Uniform Traffic Control Devices (MUTCD). Required Experience: As the safety of human lives is at risk, the Subcontractor shall have had a minimum of five (5) years documented experience in the performance of traffic control. Additionally, all flag persons shall have had a minimum of six (6) months of documented experience in traffic control. All Subcontractors' personnel assigned to this work shall have current flagger certification necessary to perform the work, must be able to communicate in a clear and effective manner and be familiar with the MUTCD manual. The project duration is for the 2023 - 2024 cycle which is anticipated to begin February 1, 2023 and end May 31, 2025. As many as three (3) separate work crews with all necessary equipment and materials may be required to work on any given day during the Contract. In addition, daytime and nighttime closures will be required to complete the work. One contract will be awarded for both day and night work. HNTB has a prime contract with the NYSDOT, Contract No. D038020. All applicable provisions of the prime contract apply to the subcontract. HNTB reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are as follows, and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen's Compensation Insurance; All Subcontractor's. Permits: HNTB will procure all permits necessary to perform work, including, but not limited to: entry and temporary lane closure permits. As noted previously, proposals must be received at the offices of HNTB, 350 Fifth Ave, 57th Floor, NY, NY 10118. Proposals received after the deadline will be returned to the bidder unopened. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids will be provided to all Bidders by mail. Under the requirements of the State Procurement Act all communications regarding advertised projects are to be channeled through the Contract Management Bureau (* Designated Contact: Valerie VanAntwerp) this project should not be made unless otherwise directed by the Contract Management Bureau. Communications made contrary to this policy and deemed an attempt to influence the outcome, may result in disqualification.
