The Work under this Project consists of partial full depth pavement installation, mill and overlay and installation of drainage features for 4,600 feet of two lane roadway for Ballard Avenue and Hyman Street Bid Bond - None Minority-Owned, Woman-Owned, and Small Business Enterprises are encouraged to respond to this solicitation. Bid Security in the amount of five percent (5%) of the Bid shall be submitted with each Bid. Following the Pre-Bid Conference, any remaining questions must be submitted by Tuesday, January 17, 2023 at 12:00 p.m. and responses will be provided by 12:00 p.m. on Thursday, January 19, 2023 The project will be state and locally funded. Should there be any discrepancies between mandatory requirements of state, and/or local laws or regulations, the more restrictive shall apply. Neither the United States nor any of its departments, agencies or employees is or will be a part of the Advertisement for Bids or any resulting contract. Bidders submitting bids to provide goods and services to the City of Portsmouth shall exercise good faith efforts to comply with the City of Portsmouth M/WBE goals for the contract that are included in this solicitation. Any act or omission by the City shall not relieve the contractor of this responsibility. The City reserves the right to reject any bid and deem it non-responsive for failing to meet its M/WBE program policy requirements, including the submission of required documents. Neither the Owner nor any of its representatives shall be responsible for full or partial sets of Contract Documents, including addenda, obtained from any other source.
