For Lake and Pond Management Services The City of Portsmouth Department of Engineering and Technical Serices seeks expressions of interest and qualifications for professional lake and pond management services associated with a variety of water quality enhancement services for the City's stormwater lakes and ponds. The City of Portsmouth Department of Engineering and Technical Services seeks expressions of interest and qualifications for professional lake and pond management services associated with a variety of water quality enhancement services for the City's stormwater lakes and ponds. Such services will involve evaluating and making appropriate recommendations regarding complex lake and pond ecosystems and their watersheds. The intent is to reduce the incidence and severity of nuisance algae blooms, improve water quality, maintain existing and provide additional aeration equipment, identify and manage invasive plant species, and enhance the aesthetics of its various stormwater lakes and ponds. No Pre-Bid Conference Available Bid Bond: None A cover letter, not to exceed one page in length, may be included with the proposal (the cover letter will not count towards the 25 page limit). A letter from each proposed sub-consultant committing to work on the project team and describing their role(s) in the project shall also be submitted with the proposal (these letters also will not count towards the 25 page limit). All copies of the proposal shall be signed with the firm name, and by a responsible officer or employee. Firms submitting qualifications for Professional Services to the City of Portsmouth shall exercise good faith efforts to comply with the City of Portsmouth M/WBE goals for the contract that is the subject of this solicitation. No act or omission by the City will relieve the Bidder of this responsibility. The City reserves the right to reject any proposal and deem any offeror as non-responsive for failing to meet the City of Portsmouth M/WBE program policy requirements, including the submission of required documents with a bid. The aspirational goals for this contract are as follows: PRIME: MBE 14.5%, WBE 4.1%. SUBS: MBE 8.8%, WBE 14.1%.
