GENERAL WORK DESCRIPTION: The work includes but is not necessarily limited to construction of geosynthetic lined and concrete lined v-ditches and trapezoidal channels; installation of drainage pipes, culverts, and inlets; construction of concrete retaining and drainage outlet structures; cutting, filling, grading and paving of access roads; relocating landfill gas header pipe, water truck filling station, and power pole; construction of a new retention basin, and other related work as required, at the Lompoc Landfill. That work shall include at a minimum: provide all necessary submittals, including but not limited to asphalt pavement and Portland cement concrete mix designs; furnish all necessary items and construct drainage infrastructure and other improvements; provide traffic control; protect in place existing facilities to remain; clean-up and related work as required; all necessary storm water pollution control program work; furnishing all materials, labor, tools, and equipment needed to complete the work in accordance with the contract documents, including but not limited to the Plans, these Special Provisions, referenced standards and specifications, the Standard Plans (2012 edition) and Specifications For Public Works Construction ("Greenbook") 2015 edition, and the City Standard Requirements. CONSTRUCTION SCHEDULE: The City anticipates awarding the contract on March 7, 2023; executing the contract between March 20 and 31, 2023; holding the pre-construction meeting between April 3 and 7, 2023; and issuing Notice to Proceed on April 17, 2023. QUESTIONS PERTAINING TO THIS PROJECT PRIOR TO CONTRACT AWARD SHALL BE DIRECTED TO: City of Lompoc, Engineering Division, 100 Civic Center Plaza, California 93436; Attention: Joshua Leard, Civil Engineering Associate III; Telephone (805) 875-8261, or email: j_leard@ci.lompoc.ca.us PROPOSALS: Proposals are required for the entire work described in the Contract Documents. Proposals will not be considered unless they are made on the proposal forms furnished with Project Manual - Part B. Attention to prospective bidders is called to Section 2, "Proposal Requirements and Conditions," within Project Manual - Part A, for full direction as to bidding, etc. The City of Lompoc reserves the right to reject any or all proposals or make the award to the lowest responsible bidder. CONTRACTOR REGISTRATION: No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the California Department of Industrial Relations (DIR), pursuant to Labor Code section 1725.5 (with limited exceptions to this requirement for bid purposes only, under Labor Code section 1771.1(a)). No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the DIR, and the contractor and subcontractors must furnish electronic certified payroll records to the Labor Commissioner. The contractor shall post the job site notices as prescribed by the regulation, pursuant to Labor Code section 1771.4(a)(2). BONDS: Each proposal must be accompanied by cash, a certified or cashier's check, or bidder's bond of the prescribed form and made payable to the City of Lompoc for an amount equal to at least ten percent (10%) of the amount bid, such guaranty to be forfeited, should the bidder to whom the contract is awarded fail to furnish the required bonds and to enter into a contract with the City within the period of time provided by the Proposal Requirements. LICENSE REQUIREMENTS: In accordance with provisions of California Public Contract Code Section 3300, the City has determined that the Contractor shall possess a valid Class A or C-12 License at the time of award. The Contractor shall be properly licensed at the time the contract is awarded. No contract will be awarded from a Contractor who has not been licensed in accordance with the provisions of Chapter 9 of Division 3 of the Business and Professions Code. STANDARD SPECIFICATIONS: The Standard Specifications for this project are contained in the 2015 edition, including all supplementary pamphlets, of the Standard Specifications For Public Works Construction ("Greenbook"), as written and promulgated by the Joint Cooperative Committee of the Southern California Chapter of the American Public Works Association and the Southern California District of the Associated General Contractors of California. Copies of the Standard Specifications are available from the publisher, Building News, Incorporated, 10801 National Boulevard, Los Angeles, California 90064, Telephone (800) 873-6397. PREVAILING WAGE RATES: Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county of Santa Barbara, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at the City of Lompoc address and available from the California Department of Industrial Relations' Internet web site at http://www.dir.ca.gov. Future effective general prevailing wage rates which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. Liquidated Damages: $3,000.00 Per Calendar Day Bid Bond Percentage: 10% DISADVANTAGED BUSINESS ENTERPRISES: The City of Lompoc hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. ENGINEER'S COST ESTIMATE: The Design Engineer has calculated an estimate of probable construction costs for this project. The City does not wish to publicize the engineer's estimate of the project cost since that information may tend to influence the number and nature of bids received. However, for bidder's convenience, the City will publicize that the engineer's estimate for the base bid falls within a range of $5,200,000 - $6,000,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. SCOPE OF WORK A. General: The work included is primarily site work related to the construction of stormwater improvements around the entire site. The work will include construction of vditches and trapezoidal channels lined with concrete or geosynthetics, installation of drainage culverts, and construction of a new sedimentation basin. The work is more fully detailed in the Specifications and Construction Drawings. Principal Features: 1. Mobilization of construction equipment and labor, and constructing temporary facilities for the Contractor, including proper storage of materials. 2. Clearing, grubbing, and stripping. 3. Installing perimeter drainage channel and stormwater conveyance structures. 4. Obtaining earthfill material from on-site borrow areas. 5. Earthfill placement for proposed sedimentation basin and access road 6. Installing erosion control matting in v-ditches 7. Installing geosynthetic and concrete lined channels 8. Lining sedimentation basin and slope above existing concrete channel with shotcrete 9. Installing corrugated metal pipe culverts and riser 10. Installing corrugated high density polyethylene (CPE) pipe with smooth interior. 11. Installing drainage inlets 12. Relocating landfill gas header pipe 13. Preparation of as-built drawings 14. Revegetating disturbed areas. 15. Demobilize. C.
