Site work, paving and outdoor lighting for a mixed-use development in Rio Hondo, Texas. Working plans call for site work for a playground / park / athletic field; for outdoor lighting for a playground / park / athletic field; for paving for a playground / park / athletic field; road / highway; road / highway; road / highway; sidewalk / parking lot; sidewalk / parking lot; and sidewalk / parking lot.

For the furnishing of all necessary materials, machinery, equipment, labor, superintendence, and all other services and appurtenances required for the construction of new walkways, roads, parking areas, lighting, piers, and buildings for the City of Rio Hondo Boat Ramp Park, and shall include acknowledgement of any addenda submitted, and all other documents included in said bid call. Said bid shall be marked, Boat Ramp Park improvements SCOPE OF WORK: The project shall include all materials, equipment, labor and supervision necessary for the successful construction of project site development, walking trails, parking spaces, roadways, fishing pier, lighting, sidewalks and ramps and parking lot overlay. CONTRACT TIME: The Work shall be Substantially Completed within 210 calendar C,, and completed and ready for final payment within 330 Calendar Days. Any failure of the Contractor to complete the project within the contract time stated herein will be a material breach of this contract. BIDDERS are required to use the proposal form attached and made a part of the contract documents. Each proposal must be accompanied by a Certified or Cashier's Check or a Bid Bond acceptable to the Owner in an amount not less than five percent (5%) of the total bid amount, payable without condition to the Owner as a guarantee that the bidder, if awarded the contract, will promptly execute such contract in accordance with the proposal and in manner and form required by the contract documents. Each bid and a bid guaranty in the form of a bidder's bond shall be RATED A from a surety duly authorized and licensed in the State of Texas, certified check, or cashier's check must be originals and must be submitted in a sealed envelope plainly marked with the name of the project as shown above, and the name and address of the Bidder. When submitted by mail, this envelope shall be placed in another envelope addressed as indicated in this Notice to Bidders, and clearly marked "Boat Ramp improvements". Only bids and bid guaranties actually in the hands of the designated official at the time set in this Notice to Bidders shall be considered. Bids submitted by telephone, telegraph, or fax, will not be considered. THE SUCCESSFUL BIDDER will be required to furnish a Rated A Performance Bond and Payment Bond, each in the amount of the contract, written by a surety duly authorized and licensed in the State of Texas, and satisfactory to the City of Rio Hondo. BIDDERS are expressly advised to review instruction to Bidders, the Owner agrees to give Notice of Award of Contract to the successful bidder within thirty (30) days of the bid opening. BIDDERS are expected to inspect the site of the work and inform themselves regarding all existing and local conditions. To be qualified for the award of a contract, BIDDERS must satisfy the following minimum criteria: a) The Bidder must demonstrate successful completion during the last five (5) years of at least three (3) projects comparable in nature and scope to this project and one (1) project with a contract value of the value bid for this project. b) At least two key personnel, and their potential alternate, employed by the Bidder must have a minimum of five (5) years' experience in similar construction projects. A Superintendent meeting the experience criteria will be required to be on site at all times during the course of construction. c) The Bidder must have an employee, to be dedicated to this project, who is experienced in scheduling, with demonstrated ability in employing scheduling techniques similar to those to be used for this project. RIGHT TO REJECT AND REFUSE BIDS: The City of Rio Hondo reserves the right to refuse and reject any or all bids and to waive any or all informalities or technicalities, or to hold the bids for a period of ninety (90) days without taking action thereon. IN CASE OF AMBIGUITY, or lack of clearness in stating the prices in the bids, the City of Rio Hondo reserves the right to consider the most advantageous construction thereof, or to reject the bids. Unreasonable or unbalanced prices will authorize the City of Rio Honda to reject any bid. PROJECT FUNDING: This contract is contingent upon release of funds from the Texas Department of Fish and Wildlife Department. Any contractor or contracts awarded under this Invitation for Bids are expected to be funded in part by a grant from the Texas Department of Fish and Wildlife Department. Neither the state of Texas nor any of its departments, agencies, or employees are or will be a party to this Invitation for Bids or any resulting contract. Equal Employment Opportunity. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended by Executive Order 11375, and as supplemented in Department of Labor regulations 41 CFR Part 60. which include roadways, fishing pier, parking areas, public bathrooms and showers, pavilion, lighting, and kayak launch area, and site development. CONSTRUCTION OF A CITY PARK INCLUDING RESTROOM FACILITY, KAYAK LAUNCH, FISHING PIER, PEDESTRIAN TRAILS, RV CAMPING SITES, PAVILION, RESURFACING OF EXISTING ACCESS ROAD AND PARKING FACILITY, LANDSCAPING, AND LIGHTING. Contract Timeline: 180 Calendar Days (Substantially Complete) and 210 Calendar Days (Fully Complete for Final Pavement)
