The Housing Authority of the City of Tulsa (THA) invites proposals for Asbestos Abatement of Comanche Park Apartments. The criteria for evaluating the Proposals will be based on the items set forth in the RFP. Selected Responses will be added to the list of qualified and procured contractors, based on the determination of Evaluation Committee, of the vendors that best meets the current needs and long-term goals of THA. The Office of Contracts reserves the right to reject any or all Responses. CONTRACTOR(S) selected under this RFP will be qualified and procured to receive a Task Order(s) from THA to provide work within the scope of services over a five (5) year period subject to performance reviews. THA is creating a better Tulsa by transforming lives and communities. THA has been serving the community since 1967, providing affordable housing solutions for Tulsa's most vulnerable populations. THA owns and manages 14 communities, offers four Section 8 Project-Based Rental Assistance communities, and manages the Housing Choice Voucher program. THA and its subsidiary property management entity, Affordable Housing Property Solutions, Inc. (AHPS) serve more than 20,000 Tulsans, providing affordable housing options in tandem with connection to supportive services to tenants thrive. The contractor shall furnish all work, services, materials, and related items necessary to complete the work specified. The work includes, but is not limited to, the following: 1. Contractor must follow all OSHA guidelines and Compliances. 2. Protecting all adjacent properties and natural features of areas to remain undamaged. 3. Securing all units under abatement and controlling access. 4. Disconnecting and capping utilities as necessary. 5. Removing all rubbish, junk, and trash from the site. 6. Providing all necessary licenses, permits and pay fees. 7. Preserving all operating utilities serving other buildings and properties and related appurtenances on site. 8. Providing security fencing and signage as needed. 9. Providing air quality control measures and monitoring. 10. Contractor must provide Owner a copy of all permits and licenses and have them posted onsite during the contract period. 11. Contractor must provide the number of employees working at site each day to Owner. 1. The Contractor shall remove all asbestos containing materials and debris to an approved disposal site in compliance with State of Oklahoma regulations. 2. The successful Contractor will be responsible for providing his own dumping site (s). The owner assumes no responsibility to the Asbestos and Demolition Contractor to provide any dumping site (s) whatsoever, this being the responsibility of said Contractor. 3. The Contractor shall submit to the owner proof of acceptance of the debris by the operation of any approved disposal facility. The fee for debris disposal at an approved site shall be negotiated by and between the Contractor and the operator of the landfill facility. The owner will not be responsible for the fee negotiation. 4. All abatement shall be performed in accordance with Occupational Safety (OSHA) 29 CFR 1926.1101 & the Oklahoma Asbestos Control Act Title 40 [450-456] Abatement of friable asbestos materials rules 380:5-1-1 - 380:50-29-1. 5. Air monitoring shall be in place and performed during the entirety of pre-demolition throughout the course of abatement and will remain in place until the final clearance inspection. Air monitoring shall comply with Oklahoma Department of Labor and monitored by a licensed Asbestos Hazard Emergency Response Act Inspector 12. Leaving site free of all demolition refuse, trash and junk and at completion and prior to building demolition approval. 13. Restoring to original grades and conditions all properties damaged by any activity related to the work and taking adequate precautions to avoid settlements or cave-ins.
