SOURCES SOUGHT SYNOPSIS BRIDGE BEARING REPLACEMENT NORFORK DAM SPILLWAY BRIDGE U.S. ARMY CORPS OF ENGINEERS (USACE) LITTLE ROCK DISTRICT (SWL) This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. This is not a solicitation for proposals and no contract will be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Other than Small and the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Woman-Owned Small Business (WOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, and WOSB are highly encouraged to participate. Small Businesses participants are reminded under FAR 52.219-14, Limitations on Subcontracting (Deviation 2021-O0008) for supplies (other than procurement from a nonmanufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both supplies and services, the 50 percent limitation shall apply only to the supply portion of the contract. Prior Government contract work is not required for submitting a response under this Sources Sought Synopsis. Interested Firms shall respond to this Sources Sought Synopsis no later than 2:00 PM CST on January 19, 2023. The North American Industry Classification System code for this procurement is 332991, Ball and Roller Bearing Manufacturing, which has a small business size standard of 1,250 employees. The Product Service Code is Z2LB, Repair or Alteration of Highways/ Roads/ Streets/ Bridges/ Railways. Estimated magnitude of construction is between $1M and $5M. Estimated duration of the project is 404 calendar days. All interested firms must be registered in System for Award Management (SAM) to submit bids/ quotes/ proposals on Government solicitations. Responses should be addressed to: sarah.n.hagood@usace.army.mil Project Description Reference drawings are provided and attached. A total of 12 rocker bearings on the downstream side need to be replaced and one single rocker bearing on the upstream side. The fixed bearings will not be replaced, work completed on those will only consist of pressure washing and or sandblasting, then painting. The spillway bridge over Norfork Dam has a total of 12 spans between the dam piers. The spans are separated by an open median with a grating and each span acts independently between upstream and downstream. The bridge is composed of simply supported reinforced concrete slabs, upstream measuring 10-foot, 9-inches in width and downstream measuring 11-foot, 2- inches in width at the bases. The slabs are each 4 feet thick and have a length of 43 feet measured from center to center of bearings and a total length of approximately 48 feet, 0 inches. The dimensions described here in does not include the parapets, curbs, median and sidewalks. The bridge bearings consists of a single steel rocker bearing on one side of the span and a convex steel fixed bearing on the opposite end. The bearings run the full width of the bridge span. The rocker bearings are recessed from the top of the pier by 11 inches and set back from the face of the pier by 12 inches, the recess was then filled with bituminous material which has hardened and prevents movement. The approximate distance between the top of the pier and the bottom of the bridge spans measures from 2.0 inches to 2.5 inches. Due to the continuous length bearing across the full base width of the span there is sufficient bearing area to allow cutting out a small section of the bearing out on each side to place jacks. The concrete encasing the bearing will need to be saw cut and jack hammered out with jacks placed on the edge of the bridge span width to make the lift. Saw cutting out material prior to lifting is due to the limited space between the top of pier and bottom of bridge span. The existing steel rocker bearings will be replaced with a set (two) of reinforced elastomeric bearing pads, one installed on either side of the bridge width in accordance with the drawings. The existing embedded steel plate on the bottom of the bridge span will remain in place and have a new bearing plate welded to it and hand packed with grout (this is not shown in the drawings). The existing bearing will be placed with a bearing plate on bottom and then concrete placed up to the bottom elevation of the bearing plate. The working space to complete the work is very limited. On the downstream side are Tainter gates (radial gates) that regulate releases of water from the dam. The distance from the top of these gates to the bottom of the bridge span is very limited as seen in the attached drawing set. The Prime Contractor must have the following certifications: 1. AISC Certified Bridge Fabricator a. AISC Quality Certification Program, Major Steel Bridges (CBR) OR b. AISC Certified Bridge Fabricator - Intermediate (IBR) OR c. AISC Certified Bridge Fabricator - Advanced (ABR) 2. AISC Fracture Critical Endorsement (FCE) a. AWS D1.5 Certified Welder (CW) Certification OR b. Certified Welding Fabricator (CWF) Certification 3. AWS Certified Welding Inspector a. AWS Certified Welding Inspector (CWI) Certification OR b. AWS Senior Certified Welding Inspector (SCWI) Certification 4. NDT Inspector a. ANSI/ASNT CP-189 NDT Level II OR b. ANSI/ASNT CP-189 NDT Level III 5. Professional Engineering License, Structural Engineer, with at least 10 years bridge design experience. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range.
