City of Concord, hereinafter ("CITY") is soliciting Proposals for civil engineering design services to prepare Plans, Specifications, and Estimates ("PS&E") for the following Capital Improvement Program ("CIP") projects: PJ 2616 Citywide Arterial and Collector Maintenance No. 3 Interested consulting firms shall submit proposals following the instructions and format outlined in the Request for Proposals, which may be obtained from the city portal or by contacting Justine Gee, PE, at Justine.Gee@CityofConcord.org. The CITY will competitively solicit proposals and award a contract to the CONSULTANT with the most demonstrated competence and professional experience. No proposal will be accepted from or contract awarded to any person, firm, or corporation that is in arrears; or is in default to the CITY upon any debt or contract; or that is a defaulter, as surety or otherwise, upon any obligation to the CITY; or has failed to faithfully perform any previous contract with the CITY. PROJECT OVERVIEW The Citywide Arterial and Collector Maintenance No. 3 (Project No. 2616) scope includes preparing bid documents (PS&E), as well as assistance with public outreach, and providing support during construction. Project No. 2616 will involve preventative maintenance on Landana Drive (from Concord Boulevard to Willow Pass Road), Farm Bureau Road (from Willow Pass Road to Wren Avenue), Glazier Drive (from Clayton Road to Concord Boulevard), Laguna Street (from Detroit Avenue to Galindo Street), and Minert Road (from Weaver Lane to Oak Grove Road). Depending on treatment, work may also include installation/upgrades of curb ramps at intersections/crossings, minor concrete repairs, adjustment of utilities, adjustment of pedestrian push buttons to meet accessibility standards, installation of video detection systems, restriping, and installation of signage/striping features as shown on the Bike and Pedestrian Safe Routes to Transit Master Plan.
