The Town of Berlin is seeking statements of qualifications and proposals from qualified engineering and consulting firms to provide evaluation of the three (3) water & sewer utilities in Berlin, namely: 1.) Berlin Water Control Commission (BWCC); 2.) Kensington Fire District (KFD); and 3.) Worthington Fire District. The purpose of this project is to evaluate the existing services provided by the three water and sewer utilities, analyze current and future customer needs and provide the Town of Berlin with a recommended master plan to meet current and future water and sewer needs. The deliverable will be a report, analyzing the feasibility of continuing with the current system of three separate utilities, considering and evaluating alternatives, consideration of current and future capital needs, analysis of regulatory requirements and compliance, and identifying strategies and future actions necessary to provide the Town with a cohesive, comprehensive plan to meet its current and future water and sewer needs. The capital planning, budgeting, rate making, long-term planning, O&M planning and practices, system management and improvement, customer relationship management, and short-term and long-term administrative resources of each of the three utilities should be evaluated. Likewise, identification of physical resources and options for improving efficiency of operations should be analyzed. The Town seeks a comprehensive report detailing the alternative courses of action to be serve the consumers in the Town of Berlin, as well as recommendations as to best practices/actions necessary to effectuate and efficiently plan to meet Berlin's future water and sewer needs for the long-term (at least the next 20 years). The report should identify options/alternatives and actions the Town should take to implement the comprehensive plan. The report should not limit itself to only the entities presently serving the Town, rather, the consultant should consider and analyze all feasible options and present a business case evaluation of the recommended alternatives. The Town reserves the right to amend or terminate this Request for Proposals, accept all or any part of a proposal, reject all Proposals, waive any informalities or non-material deficiencies in a proposal, and award the proposal to the proposer that, in the Town's judgment, will be in the Town's best interests.
