State requests responses for Responder to provide assistance in properly managing contaminated soil, groundwater, sediment, and waste materials encountered during the project and documenting the work. This will include preparing Response Action Plan (RAP) addendums if necessary, and regulatory assistance during and post construction. As of March 31, 2023, a design team has been identified. A construction timeline has not been established yet. State plans to complete road construction on I-494 that includes the reconstruction and expansion of I-494 with construction of a E-ZPass Lane from East Bush Lake Road to I-35W in both directions, new interchange at I-35W and I-494, reconfigure access to I-494 at Nicollet and 12th Avenue, expand capacity and access at Portland Avenue, along with three new bridges over I-494. Improved facilities for pedestrians, bicyclist and transit users are planned, along with a new pedestrian bridge at Chicago Avenue. Updates to the drainage infrastructure, including stormwater ponds, retaining walls, noise walls, vehicular bridges, etc. will be included. Work will be completed on existing right of way as well as proposed right of way. The Project will be conducted through State's Design-Build process which will be let in early 2023 and construction starting mid-2023. The construction project will achieve substantial completion prior to October 31, 2026. The Successful Responder will prepare and manage all actions necessary to provide assistance to State in properly managing contaminated soil, groundwater, soil vapor, and debris encountered during the construction project. The work will be done in accordance with regulations at the federal, state, and local levels. Specific deliverables, project tasks, and personal requirements/certifications are outlined in the scope of work below.
