Site work for a water / sewer project in Los Alamitos, California. Completed plans call for site work for a water / sewer project.

The Rossmoor/Los Alamitos Area Sewer District (RLAASD) invites qualified Bidders to provide Bids for the SEWER REPAIR PROJECT PN-2102. The Engineers Estimate for this Project is $711,375.00. Bids submitted via USPS or other courier service must have the Project Name, Project Number, and the words "Sealed Bid -- Do Not Open" clearly marked on the outside of the mailing envelope. Bidders shall notify Susan Bell, General Manager, via facsimile at (562) 430-3691, or via electronic telecommunication (email) at sewerdistrict@aol.com of their mailing of the Bid package at least one day prior to the Bid Opening date. Bids and/or revisions to Bids received after the date and time specified above will be rejected by RLAASD and returned to the Bidders unopened. Bids must be prepared and submitted in accordance with the requirements set forth in the Invitation for Bids (IFB) documents. All Bidders are required to comply with state, federal and local laws applicable thereto and as directed in the IFB documents. The Project is located at various locations in the City of Los Alamitos, City of Seal Beach, and in the unincorporated area of the County of Orange known as Rossmoor. For more specific locations of these projects, please refer to the Construction Plans, Sheets 1-11. The Project will rehabilitate the RLAASD's existing sewer system through traditional open-cut trench repairs and trenchless methods. The repairs include point repairs, pipe line removal and replacement, lining point repairs, CIPP, and various operation & maintenance repairs. Each Bidder must be licensed and registered in the State of California and qualified to perform the Work described in the IFB documents. The CONTRACTOR must possess the following classification of Contractor's License: "A". All communications concerning this IFB must be in writing. Written questions regarding details of this IFB will be accepted (e.g., must be received) by the District until 5:00 P.M. (Pacific Time Zone), January 30, 2023. Written questions must be sent to the attention of the General Manager at RLAASD's street address listed on page one of this notice, via facsimile at (562) 430-3691, or via electronic telecommunication (email) at LosAlSewerDistrict@gmail.com. All questions submitted to RLAASD's street address or by facsimile shall contain the following title in the inquiry; questions submitted via email shall contain the following title in the Subject line: "SEWER REPAIR PROJECT PN-2102: Bidder Questions." Telephone questions will not be accepted. Any questions received after this date may not receive a response. A Bid Security of not less than ten (10%) percent of the Total Amount of Bid will be required with each Bid and no Bid will be considered without it. The Bid security may be in the form of a cashier's or certified check payable to Rossmoor/Los Alamitos Area Sewer District, or a Surety Bond issued by a qualified corporate Surety licensed to do business in California and must be submitted using the form included in the IFB documents. Each Bid Security will be held until an award is made. A Performance Bond and a Payment Bond are required concurrently with the execution of the Contract and shall remain in effect through the warranty period at 100% of the Contract value. The Payment Bond is to be executed in the name of the Surety insurer under penalty of perjury duly acknowledged before an officer authorized to take and certify acknowledgements and either one of the conditions listed in the Instructions to Bidders must be satisfied. Pursuant to California Public Contract Code Section 22300, the CONTRACTOR will be entitled to post approved securities with RLAASD or an approved financial institution in order to have RLAASD release funds retained by RLAASD to ensure performance of the Contract. Bidders are hereby notified that, pursuant to provisions of the Labor Code of the State of California, the prevailing rate of per diem wages, as determined by the Director of Industrial Relations, applicable to the Work to be done for the locality in which the Work is to be performed must be paid in compliance with Section 1773 of the Labor Code of the State of California. Per California Labor Code Section 1773.2, RLAASD will have on file copies of the prevailing rate of per diem wages at its principal office, which shall be made available to any interested party upon request. No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No CONTRACTOR or Subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. NOTE: All CONTRACTORS will be responsible to submit in the bid proposal, proof of registration with Department of Industrial Relations along with that of their Subcontractors. The following general bidding provisions shall apply to all bids. 1. Bid Pricing - All pricing and evaluative material contained in submitted bids must be valid through the Contract term. At no time shall the bids be altered. 2. Bid Validity - Bids submitted hereunder shall be valid for a period of not less than 120 calendar days from the date of the bid opening. 3. Preparation Costs - All costs incurred in the preparation, submission and/or presentation of any bid responding to this IFB Documents, including, but not limited to prospective bidders travel and personal expenses shall be the sole responsibility of the bidder and shall not be reimbursed by RLAASD. RLAASD shall not pay for any costs incurred for bid preparation as a result of termination of this IFB or termination of the contract resulting from this bid. 4. Disqualification of Bids - More than one bid from any person, firm, partnership, corporation or association under the same or different names will not be accepted and any reasonable grounds for believing that any person, firm, partnership, corporation, or association has a legal interest in more than one bid will be cause for rejecting all bids in which person, firm, partnership, corporation, or association has an interest. Apparent collusion among the Bidders will likewise be sufficient cause for rejecting any or all bids, and the participants in such collusion may be barred or disqualified from submitting future bids to RLAASD. 5. Addenda - Any RLAASD changes to the requirements will be made by addendum to this IFB. Any addendum issued pertaining to this IFB shall be incorporated into the terms and conditions of any resulting Contract. RLAASD will not be bound to any modifications to or deviations from the requirements set forth in this IFB as the result of oral instructions. 6. Clarifications - Should a Bidder require clarification of this IFB, the Bidder shall notify RLAASD in writing. Should it be found that the point in question is not clearly and fully set forth, RLAASD will issue an addendum clarifying the matter which will be sent to all parties who have obtained IFB Documents. 7. Inquiries - Prospective Bidders are required to put all questions, clarifications or comments in writing. 8. Performance History - The Bidder shall provide the names, addresses, and telephone numbers for at least five (5) municipal or industrial customers, to whom the bidder has provided a similar service within the past three (3) years, see Performance History sheet. 9. Instructions to Qualify an Approved Equal - Requests for approved equals must be received by RLAASD in writing no later than 5:00 P.M. (Pacific Time Zone) on January 30, 2023. Any request for an approved equal must be fully supported with brochure, technical data, test results, or other pertinent information as evidence that the substitute offered is equal to or better than the specification requirements. Please fax or send an email of your brochure, etc. to the attention of the General Manager. The Bidder must verify that RLAASD received the transmission. The Rossmoor/Los Alamitos Area Sewer District reserves the right to reject any or all Bids and to waive or not to waive any or all irregularities.
