Renovation of a library in Bismarck, North Dakota. Completed plans call for the renovation of a library.

The Board of City Commissioners of the City of Bismarck will receive sealed proposals for Boiler Replacement project for the Veterans Memorial Library, located at 515 N. 5th. Street, Bismarck ND, 58501. The Board of City Commissioners of the City of Bismarck will receive sealed proposals for boiler replacement project for the Veterans Memorial Library. If a proposal is to be faxed, the bid must be sent to a bidder's agent, independent of the City of Bismarck, placed in a sealed envelope, labeled according to this specification, and delivered to the office of the City Administrator prior to the deadline. Each proposal shall be accompanied by a separate envelope containing a bidder's bond in the amount of five percent (5%) of the amount of the proposal as required by Section 48-01.2, North Dakota Century Code, as amended, and executed as provided by law. The bid bond shall be conditioned that if the principal's proposal is accepted and a contract is awarded, the principal shall execute the contract within ten days of receipt of the notice of award. All bidders must be licensed for the highest amount of their proposal, as provided by North Dakota Century Code Section 43 07-05. All bidders must include a copy of their current North Dakota contractor's license or renewal in the same envelope with the Bidders Bond pursuant to NDCC Section 48-01-.2-05(4). No proposal will be read or considered which does not fully comply with the above provisions as to bond and licenses, and any proposal submitted deficient in these respects will be resealed and returned to the bidder immediately. Proposals shall be made on the basis of cash payment for the equipment provided, delivered to the City of Bismarck Public Works Department. The Board of City Commissioners reserves the right to hold all proposals for a period of forty-five (45) days after the date fixed for the opening thereof and reject any or all proposals and to waive irregularities whenever it is for the best interest of the City of Bismarck. The City of Bismarck is committed to providing non-discriminatory service. Appropriate provisions will be considered when the City of Bismarck is notified at least 10 days prior to the meeting date or the date the written material translation is needed. Certified Check or Bidders Bond must be in a separate envelope attached to the outside of the proposal. Each proposal shall be accompanied by a Bidders Bond or a Certified Check payable to the City of Bismarck in the amount of five (5) percent of the Total Sum Bid. Scope- 1. Contractor to provide 2 Hew High efficient Alpine Boiler's (Or equals will be considered) that are equivalent to the BTU's ofths existing boilers to be removed. The new boilers will not be a dual fuel boiler it shall be NG boiler only. 2. Disconnect and lock out the fuel oil end electrical connections 3. Drain the system as necessary for the new installation (Coordinate this with building staff) There can not be interruption to the building heat 4. Disconnect the hot water piping, drains, and stack connections 5. Removal of al! connections and piping that will not be required by the resulting system 6. Removal and proper disposal of the failed boiler and demoded material 7. Position the replacement boiler over the footprint ofthe faded boiler 8. Reconnect piping, drains and stack connections 9. Reconnect all electrical connections, including ETS system 10. Installation and interconnection ofthe necessary sensors and controls 11. The boiler installation shall be accomplished in accordance with the recommended good practice and installation requirements of the A.S.M.E. Boiler and Pressure Vessel Code 12. New system will include an automatic feed system with State approved back flow protection 13. Fili system as necessary 14. Start system and confirm system functionally 15. Calibrate and/or program the system to meet the required functions I fly 16. Test all safety devices 17. The contractor must comply with the applicable Federal, State and Local Safety requirements 18. The owner's operating persona! shall be instructed in the operations and maintenance of the burner and controls at the time of light off. The owner shall arrange ta have the people who require training to be present al the light off 19. The proponent must provide a warranty for labor costs for a period of one year after the required work has been completed. The proponent must administer the component or equipment manufacturer's warranty during the one year labor warranty period. The proponent must provide the City of Bismarck with the manufacturer's warranty documents 20. All questions shall be directed to Bruce Schirado (Facility Manager / City of Bismarck)
