The Consolidated Borough of Quil Ceda Village is soliciting proposals from qualified consultants to assist the Village with wetland delineation services. The goal is to physically flag wetlands and obtain GPS location data for those flags. The project area is located within the Consolidated Borough of Quil Ceda Village on lands held in trust for the Tulalip Tribes (See Project Area Map A), on lands to the area west of 27th Ave NE, in the area formerly known as the Boeing Test Site. The site has been under hydrologic monitoring for 12 years due to a rapidly-fluxuating water table and short season of saturation. Delineations will be conducted in accordance with the Regional Supplement to the Army Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys and Coast Region (Version 2.0) (ERDC/EL TR-10-3)(or latest version). Delineations will in some cases conducted according to Chapter 5 of the Regional Supplement: Difficult Situations/Wetlands that periodically lack indicators of wetland hydrology, wetland/nonwetland mosaics, soils with relic hydric indicators, as well as Atypical Situations in the 1987 Corps Manual. The area has been extensively ditched and is comprised of sandytextured soils typical of the Marysville trough. The areas have been the subject of a detailed wetland inventory and general wetland boundaries are known in most cases, but wetland flagging on the ground needs to occur, along with locating wetland flags in the field via GPS data acquisition. Numerous wetland studies of the area have determined different boundaries due to lack of consistent water table during early spring and growing season, the presence of hydric soils and hydrophytic facultative vegetation. The Quil Ceda Village site is located West of 27th Ave NE, between 88th St NE and 114th St NE. and encompasses the following (see attached map), Township 30 North, Range 5 East, Sections 07, 08, 17, 18, 19, &: 20, Longitude 122.21566 to 122.19955; latitude 48.09539 to 48.07387. The project area contains two sub-basins, Sturgeon Creek and Coho Creek, and is the subject of extensive drainage installed in the 1940's. Both sub-basins drain into Quilceda Creek, near its confluence with Ebey Slough. The project lead will oversee the project, and will monitor water tables in the project area for determination of appropriate timing for the delineation effort. Work will be conducted as soon as the growing season starts in 2023 (in the month of February or early March) and water table conditions allow for accurate wetland delineation (may delay start until April). Field work will need to be completed by April 30. The Wetland Program Specialist will be monitoring water tables and will notify the consultant when work can proceed. The method of contractor selection has not been determined at this time.
