The City of Des Moines is requesting statements of qualifications for firms interested in providing construction management and inspection services for the 24th Avenue South Improvements Project (Segment 2). The 24th Avenue South Improvements Project (Segment 2) is located on 24th Ave South, between Kent Des Moines Road S (SR 516) and S 223rd Street. The project will construct curb, gutter, sidewalk, bike lanes, reduced travel lane widths for traffic calming, a two-way left turn lane, storm drainage, enhanced pedestrian crossings and an illumination system. The selected consultant will be responsible for providing professional engineering support, construction management, and inspection services during the project pre-construction, construction and closeout phases. Work shall be performed in compliance with the WSDOT LAG manual. The 24th Avenue South Improvements Project (Segment 2) will be advertised in Spring of 2023 with construction activities to begin soon after. The estimated construction cost of the project is approximately $5,000,000 to $7,000,000. Current funding is Local Agency and Washington State Transportation Improvement Board. PROFESSIONAL SERVICES REQUIRED: It is the intent of the City of Des Moines that the selected firm will have experience in accomplishing similar work for municipal clients. The ideal firm would be able to provide construction management and inspection services including, but not limit to: Project contract administration Constructability and construction risk review Pre-construction conference Submittal reviews and approvals Requests for Information On-Site construction monitoring and inspection Weekly construction meetings Progress payments Coordination with utilities and other project stake holders Manage and negotiate change orders Coordination of material testing Construction closeout process Other construction services as necessary to facilitate the construction of the project. Work will be based upon a project scope that may involve any one or a combination of disciplines and expertise and therefore may require the participation of one or several individual specialists. Work on scoping and/or preparation of the individual task order assignment is not reimbursable. RFQ SUBMITTAL REQUIREMENTS AND EVALUATION CRITERIA: Responses to this Request for Qualifications shall be limited to seven (7) single-sided pages, not including a cover letter. A minimum of three references pertaining to the requested services must be listed, with current phone numbers and contact persons as a part of the RFQ. In addition, the consultant may submit a brochure describing the general capabilities of their firm along with the RFQ. The RFQ's will be evaluated by a selection committee. The committee will ultimately select a firm to conduct construction management and inspection services for the 24th Avenue South Improvements Project (Segment 2). The City of Des Moines in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat.252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all respondents that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
