Renovation of a residential development in Fremont, Nebraska. Completed plans call for the renovation of a residential development.

Dod ge County and Platte County invite responses to this Request for Qualifications (RFQ) from General Contractors to provide construction services for rehabilitation, reconstruction and/or elevation and mitigation of residential structures in compliance with all applicable local, Federal, and State statutory requirements with special attention paid to requirements for Federal Emergency Management Agency, FEMA, Hazard Mitigation Grants and compliance with floodplain ordinances and statutes. Platte County and Dod ge County intend to prequalify General Contractors to participate in a pool of qualified contractors to complete inspections, proposals, and the construction required to assist local property owners participating in the FEMA Hazard Mitigation Grant project. All property owners are voluntarily participating in this project and are desiring to mitigate their home to minimize future damages from flooding related events. FEMA grant funding is being used for the construction activities required to mitigate the properties from the risk of flooding. Construction projects will include single family residential structures comprised of 4 units or less. All residential General Contractors who respond and qualify to the RFQ will be considered in the pool. Each property owner will be given the opportunity to choose from the eligible list of contractors to complete the construction necessary to mitigate their homes according to the local and state floodplain management requirements. The Grant conditions provide for up to seventy-five percent (75%) of the eligible Home Mitigation Project cost(s) to be paid by FEMA, through the state; Nebraska Emergency Management Agency, NEMA. The remaining twenty-five percent (25%) of the costs will be paid by non-federal funds, which shall be the primary responsibility of the property owner. Moreover, the Grant provides that FEMA funds will only be allocated for eligible project costs, so any ineligible project costs must be included in the property owner s share of the final costs. SCOPE AND CRITERIA This proposal request consists of eight (8) residential homes. All structures have been evaluated by a licensed professional structural engineer and have been found to be in good condition and are structurally sound. The average age for these structures is 70 years old, with their original construction dates ranging from 1915-1993, making their average build year in 1950. Since all of these homes are pre-firm structures the ultimate goal of this project is to bring them into full compliance with the state and local floodplain statutes and ordinances and potentially move the first livable floor up to the minimal height of Base Flood Elevation, BFE + 1 foot. The FEMA construction/elevation project is strictly voluntary, and any property owner may withdraw their application at any time. As a result, the actual number of properties participating in construction could change. All mitigation measures will comply with the National Flood Insurance Program, NFIP standards in the 44 CFR Part 60, sub parts a, b, and c, as well as the local community, and county ordinances and state statutes. These endeavors will include the filling of basements or root cellars, moving utilities, installing flood vents, and the subsequent elevation of each of the structures as needed to achieve the desired first floor elevation to be compliant with floodplain regulations. Contractors will be required to meet with individual property owners to review the scope of work to be performed, including establishing a work schedule acceptable to property owners and within the time constraints of the federal grant. Contractors will sign a construction contract with the property owners. The required scope of work for each home will vary based on the level of floodplain compliance required and construction necessary for each specific structure. Homes may need elevation only, basement fill only, basement fill and elevation of utilities, elevation of utilities, and/or flood venting and structure elevation. The Qualified Contractor(s) should be able to provide, either directly or through a subcontractor, all of these services. A list of properties and each structure s recommended mitigation actions can be obtained by contacting Platte County or Dod ge County Emergency Management office. Platte County and Dod ge County will also assist with the permitting process to assure that the utility work is completed according to building code standards, as well as help coordinate the pre-construction requirements for floodplain permitting and post-construction elevation certificate requirements. All construction for this project will adhere to the U.S. Fish and Wildlife Service recommendations regarding the Northern Long Eared Bat tree removal restrictions, as well as the Tern and Plover that nests in the sandy soils and sandbars along the river systems across the area. No construction will affect any sandbars or areas or places that are not already in disturbed or developed areas near the structures being mitigated. Timelines for the construction portion of this project will ensure that no trees are cleared during the months of June or July annually. Project timelines proposed: Contractor selection January 2023 Contractors begin work Spring 2023 (as able considering weather conditions) Home mitigation projects completed no later than July 15, 2023 All invoices submitted by July 31, 2023 General Contractors participating in the program will be required to provide all professional labor, equipment, and materials adequate to perform the work in accordance with the scope of work required for each home. General Contractors must also comply with all local, state, and federal laws, regulations, and guidelines to include compliance with FEMA Hazard Mitigation Grant requirements, regulations, and guidelines. QUALIFICATIONS The Contractor shall be: 1. A professional company that has experience in projects of similar scope and size as described in the scope and criteria section. 2. Have jurisdictional compliance 3. Legally qualified and insured 4. Independent of any contractors, suppliers, manufacturers, or any interest that is construed as a conflict of interest to the proposal. SUBMITTAL REQUIREMENTS Proposals shall include, at a minimum, the following information: - Company name, address and contact information - Proof of Insurance - Specialized experience and technical competence of the Company - The company s proximity and familiarity with the area - Previous experience with FEMA projects or other state/federally funded projects - Submit a copy of any contract you would require to be executed in this process. - List of references for at least three (3) projects SELECTION PROCESS Platte and Dod ge County representatives will review all proposals received by the stated deadline and select qualified contractors to recommend to property owners based on the following criteria: - Specialized experience and technical competence of the company - Ability to complete project in a reasonable timeframe - The firm s proximity and familiarity with the area - Previous experience with FEMA projects or other state/federally funded projects - References for past projects listed - Other considerations, as warranted A selection committee for Platte County and Dod ge County will consolidate the recommended companies in a list for property owners to consider for property mitigation.
