The Lowell Housing Authority ("LHA") seeks a qualified, registered/licensed and insured designer to provide independent building engineering services. Stamped plans are required for any follow-on projects. Engineering contractors ("Designer(s)") will provide design services to study and provide drawings (as applicable) and specifications that are generally based upon the scope of work defined on the Request for Qualifications ("RFQ") documents. The Lowell Housing Authority's City View Towers ("CVT", formerly Dewey Archambault Towers) is a public housing development with eight (8) floors. Basement: offices, maintenance facility, fire suppression controls & equipment, utilities controls & equipment, and resident laundry facilities. Ground floor: Development property offices, resident community rooms and the LHA's executive office suite. There are seven (7) residential apartment floors consisting of 189 studio and one-bedroom apartments. This building serves disabled and elderly populations; it was constructed c.1971. Question Due Date: January 20, 2023 at 3:00 PM Briefing Session (Optional): January 18, 2023 @ 10:00 AM at 657 Merrimack Street, Lowell, MA Anticipated LHA Board Approval: March 1, 2023 The LHA reserves the right to reject any or all proposals, waive technicalities and informalities in the solicitation process, or to terminate and cancel the solicitation process at any time, if deemed by the LHA to be in its best interests. The LHA reserves the right not to award a purchase order agreement or contract pursuant to this solicitation. The LHA shall make awards in its best interest and as required by applicable law, regulation or policy, and to correct any award erroneously made as a result of a clerical error on the part of the LHA. The LHA reserves the right to terminate a contract awarded pursuant to this solicitation at any time for its convenience upon written notice to each contractor. The LHA reserves the right to determine the days, hours and locations that the successful bidder(s) shall provide services called for in this solicitation. The LHA reserves the right to retain all proposals submitted and not permit withdrawal for a period of up 60 days subsequent to the deadline for receiving proposals without the written consent of the LHA Chief Procurement Officer (Contracting Officer or CO) The method of contractor selection has not been determined at this time
