The Town of Fairhaven is requesting proposals from qualified equipment Vendors to furnish an ultraviolet disinfection system for effluent disinfection to be incorporated in the planned Fairhaven Water Pollution Control Facility Upgrades Project. This Request for Proposals (RFP) is in accordance with M.G.L. Chapter 30B for the procurement of goods and services. Respondents shall submit separate proposals for the technical and cost elements as described in the RFP. Following the submittal of proposals, technical proposals will be evaluated in accordance with the criteria stated in the RFP by the person(s) designated by the Town of Fairhavens Board of Public Works to perform such evaluation(s). Once proposals are evaluated, the evaluations shall be submitted to the Board of Public Works who shall open price proposals and award an Agreement, if at all, to the responsive and responsible Vendor whose proposal is deemed the most advantageous, taking into consideration price and the evaluation criteria included in the RFP. The Town reserves the right to assign any agreement awarded under this RFP to a General Contractor who will be performing construction services for the Fairhaven Water Pollution Control Facility Upgrades Project under Contract with the Town. The successful Vendor shall furnish the equipment and services necessary to meet the requirements of the RFP. The Town is in the process of upgrading its Water Pollution Control Facility (WPCF). As part of that upgrade, the Town hereby seeks to procure from a single Bidder an ultraviolet disinfection system for effluent disinfection, including but not limited to, equipment, automatic cleaning systems, power distribution and control systems including cabinets, and instrumentation, as more fully described in this RFP and the specification Sections included in Appendix A of this RFP. Ultraviolet Disinfection System Procurement - Fairhaven WPCF Upgrades The UV Disinfection System shall include the UV Modules (including lamps and sleeves), power supply units, system controls, automatic mechanical cleaning system, chemical cleaning system, variable output electronic ballasts, UV module lifting devices (if required), chemicals, UV shields, special tools, spare parts, operation & maintenance manuals, and other ancillary equipment as required for a complete operational UV disinfection system. All major components of the system shall be assembled and tested in the factory prior to shipment.
