Renovation of a mixed-use development in Grand Junction, Colorado. Working plans call for the renovation of a medical facility.

INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Bid-Build EHRM Infrastructure Data Center Construction project at the Grand Junction VA Medical Center 2121 North Ave., Grand Junction, CO 81501. PROJECT DESCRIPTION: The Electronic Health Record Modernization (EHRM) Program is a large-scale, commercial effort to update the infrastructure and facilities housing the health record systems at the Department of Veterans Affairs (VA). The VA must ensure that the modernization efforts are supported by both proper Information Technology (IT) infrastructure and physical (i.e., facilities) infrastructure. This requires the renovation of facilities and updating of IT infrastructure throughout VHA to meet the modernization efforts requested by the Office of EHRM. Specific items which are required to be modernized at various VHA facilities nationwide include: Wide Area Networking (WAN), Local Area Networking (LAN), Wireless LAN (WLAN), Power, Heating, Ventilation, and Air Conditioning (HVAC), End User Devices (EUD), Networking and Voice Over Internet Protocol (VOIP). The contractor shall provide labor, materials, equipment, and other services as necessary to infill exterior windows while maintaining building security; modification of mechanical systems and piping; replacement of existing humidifier; installation of a mini-split cooling center; integration of the cooling systems into the Building Automation System; replacing UPS and other power modifications; addition of additional server racks; replacement of or modification of electrical panels; addition of electrical panel; replacing building electrical feeders; and replacing electrical breakers. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in April of 2023. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $1,000,000 and $2,000,000. This notice is not a request for competitive offers. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
