City of Lauderdale Lakes is seeking a qualified contractor to repair, restore and stabilize the erosion of Canal Bank No. 7 in the City of Lauderdale Lakes per the Plans and Specifications as described in the Scope of Services. Deadline for Questions City of Lauderdale Lakes, FL February 9, 2023 12:00pm The Scope of Work for this project includes construction improvement activities for Canal No. 7 repair, restoration and stabilization of canal Bank erosion per the ITB 23-6310-04B. Approved Plans and Specifications are included. Construction activities include, but are not limited to the repair, restoration and stabilization of Canal No. 7 per the Plans and Specifications. There is an immediate need to repair/restore canal Bank and erosion control to protect the canal from pollutants that are harmful to water quality and flood control throughout the canal network. A variety of means and methods will be employed to restore canal Banks that are in critical condition. The project scope will include canal Bank repair, stabilization, restoration and erosion control in accordance with the final design(s) and required permits. The project is located at Lauderdale Lakes within Broward County. Please see the project location map included in the bid set. Contractor shall provide all labor, materials, tools, equipment for construction activities of the project. Contractor is responsible for any permits required for project. Bidder should attend the site visit to become familiar with the existing conditions. Change orders will NOT be approved due to existing conditions that were not considered by Bidder. The City of Lauderdale Lakes is located near the geographic center of Broward County, immediately east of the Florida Turnpike. State Road 7 (U.S. 441) and Oakland Park Boulevard are the major arterial roadways traversing the City. Lauderdale Lakes is approximately 4 square miles in size. The City of Lauderdale Lakes has a diverse population and is estimated at 36,769. The predominant land use is residential with approximately 70% of the total housing stock in multifamily units. The City also contains a full range of commercial, industrial and institutional land uses, located primarily along arterial roadways. The City owns and maintains approximately 11 miles of canals that serve as essential networks to the South Florida Water Management District C-13 Canal. Currently, the existing canals have a mix of different types of revetment systems in different stages of disrepair potentially leading to land based discharges, pollutants and other elements that negatively impact water quality. During significant rainfall events, excess storm water runoff within the City is conveyed to the City's 11- mile canal network system via the city's secondary drainage system which is comprised of swales, ditches, catch basins, inlets and culverts, and outfall structures. The City of Lauderdale Lakes completed a citywide inspection and evaluation of the canal Bank steepness (above and below the water level), the uniformity of the top of the Bank, the apparent degree to which the canal has been maintained and the proximity of structures to the top of the canal Bank. It was found that portions of the canal Banks presented heavily overgrown vegetation. Canal Bank slopes were close to vertical. Slope failures exist in some areas. Some of the retaining walls experienced signs of failure (i.e. cracking, sagging and rotation). Furthermore, structures like docks, fences, bricks walls and seawalls were collapsing. Several of the canal slopes evaluated have a Factor of Safety (FS) value less than 1.0 which indicates that a slope failure is incipient. In some cases, there was no secondary reinforcement of soils afforded by vegetation root systems. In other cases, there was no cohesion of the limestone formation. The progressive advancement of the canal Bank erosions is a threat to the surface water quality and public safety due to slope failures. Completion of the Canal Bank Stabilization Project will restore important canal maintenance rights-of-way within the City and in some cases, restore resident's property. The slope stabilization and erosion control mechanisms will help improve Stormwater Conveyance and Water Quality.
