WSA wishes to engage a consultant to complete flood damage and economic analysis as part of the Lumsden Town Flood Control Project which involves improvement of the existing flood dykes, engineered channel and bridges. The current flood protection of the project does not meet the design criteria. The original construction of the flood control work was designed to pass a 1:500-year event (558m3/s). A recently updated hydrology analysis suggests that the new 1:500 event could be as high as 690m3/s. Since construction, the channel has changed through natural process including deposition. Through 2021-2, WSA has developed a 2D HEC-RAS model to assess the current capacity of the flood protection works, and to assess protection options for the community. Preliminary results from the exercise suggest that the level of flood protection offered by the current flood protection works has been significantly reduced. The work will include reviewing existing hydrology and determining critical flood events that require further analysis. This analysis will include the economic costs associated with rehabilitation of the flood control works and the economic cost of damage in the Town of Lumsden for both commercial and residential property. WSA is a Treasury Board Crown corporation within the meaning of The Crown Corporations Act, 1993 (Saskatchewan) that is governed by The Water Security Agency Act (Saskatchewan). WSA is responsible for water management in the Province of Saskatchewan, which includes managing the Province's water supply, protecting water quality, ensuring safe drinking water and the treatment of wastewater, reducing flood and drought damage, protecting aquatic habitat, and managing 72 dams and related supply channels. The Method of Contractor Selection has not been determined at this time.
