Drinking Water and Wastewater Management Rappahannock Community College (RCC)
The purpose of this Invitation for Bids (IFB) is to establish a firm fixed price contract with one (1) qualified
source to provide drinking water and wastewater treatment services at Rappahannock Community College
(RCC) Located at 12745 College Drive, Glenns, Virginia 23149.
This solicitation is being conducted on behalf of the Virginia Community College System (VCCS) to include its
23 Community Colleges, System Office, and Shared Services Center. Any of the VCCS entities may, but are not
obligated unless otherwise stated, to utilize any contract(s) awarded as a result of this solicitation
SCOPE OF WORK
A description and/or listing of the services and/or items that the contractor (the term "contractor" is the
bidder whom an award may be made) shall be required to provide the College(s) are those that are set forth
below and/or referred to in any way in any terms and conditions and/or attachments referred to in this IFB.
Each bidder should carefully read and review all such documents.
If onsite work is going to be done a COI must be submitted with the Bid.
A. DESCRIPTION OF SEWAGE TREATMENT PLANT
The treatment plant operates on the extended aeration system, using bacteria and some other microscopic
organisms, or "bugs". When these organisms are provided with oxygen from the air, they use the organic
pollution in the wastewater for food to stay alive. The bugs' waste products are mainly carbon dioxide, water,
and ammonia. When it passes through the plant, the wastewater goes through five treatment stages:
pretreatment, aeration, clarification, post-aeration, and chlorination.
The preliminary treatment consist of a comminuter with a bar screen bypass. The wastewater flows directly
to the comminuter, which cuts any materials like rags, waterproof paper, and rubber goods into small shreds
so they will not plug the system. The bar screen protects the system by removing most of these materials.
In the aeration tank, air is injected by means of diffusers attached to pipes extending into the aeration tank.
The bacteria are kept alive by the air while they live off the organic material in the wastewater. The rolling
action of the injected air keeps the wastewater agitated. The aeration tank is designed for a detention time
of 24 hours at 18 thousand gallons/day flow. The suspended solids content of the aerated wastewater is
about 15 times that of the influent, because the total weight of the bacteria that live off the incoming food
material is that much greater than the weight of the food itself
