Bridge Design ServicesConsultants are invited to submit a Statement of Qualifications (SOQ) to provide professional engineering and design services for the following bridge rehabilitation projects in Milwaukee County, scheduled for 2025 construction: Rehabilitation of S. 76th Street Bridge over Forest Home Avenue (STH 24) B-40-0164, State Design Project No: 2160-07-03/County Design Project No: WH0102011 Rehabilitation of Mason Street Bridge over Lincoln Memorial Drive B-40-0524, State Design Project No: 2984-15-08/County Design Project No: WH0250011 The design is funded under the Wisconsin Department of Transportation (WisDOT) Local Bridge Program. A 3-Party Contract between the State, County and Consultant will be negotiated with the selected company. The SOQ intends to provide the reviewer information about your firm's interest, understanding, availability, and ability to deliver the design work for the referenced projects in accordance with WisDOT's Facility Development Manual (FDM) requirements. The SOQ should be limited to ten (10) pages. It should include a description of your company's expertise and qualifications, statement of interest, description of the project team, project understanding, delivery and a list of most recent related project experiences. Project team members' credential/resume must be attached as an appendix. It is required that the SOQ clearly reflects your understanding of the project scope, its location and present condition. It is required that you visit the project sites in advance of preparing the SOQ and review the rehabilitation reports available on the WisDOT Highway Structures Information System (HIS) site. The SOQ shall identify all sub-consultants. For the projects, WisDOT has determined DBE participation to be discretionary, but be advised that Milwaukee County has established a Disadvantaged Business Enterprise (DBE) participation goal of 17% for their projects and requests that consultants try to achieve that goal. Contact CBDP at 414-278-4851 or cbdpcompliance @milwaukeecountywi.gov for assistance in identifying DBEs and understanding the County's DBE Program procedures. SOQ by joint venture groups, as well as individual companies will be considered. Companies will be short listed, and one consultant company would be selected for each project. If interviews are necessary, the short-listed companies would be contacted accordingly. The SOQ becomes the property of Milwaukee County upon its submittal. Selections are expected to be made within 30 days and a contract executed thereafter.
