Metrolinx is accepting Submissions for the provision of Environmental Assessment Professional Services to be delivered on as needed basis for Request No. RQQ-2022-ECDV-704. Metrolinx is a crown agency of the Government of Ontario under the Metrolinx Act, 2006, reporting to the Ministry of Transportation. It was created to improve the coordination and integration of all modes of transportation in the Greater Toronto and Hamilton Area (GTHA). The Metrolinx mandate includes delivering the best possible transportation services today while leading the way to an even better, more convenient service tomorrow; making the best possible use of public transportation investment dollars; and measurably improving the quality of life in the region. The Environmental Programs & Assessments (EPA) unit at Metrolinx is a service for Project Delivery Teams within the corporation. EPA is organized in nine (9) Divisions, each reporting to the Vice President of Pre-Construction Services (PCS); Corridor Maintenance & Expansions, Stations, Rapid Transit, Track Infrastructure, Grade Separations, Early Works, Subways (Ontario Line, Eglinton West Extension), Subways (Yonge North Subway Extension, Scarborough Subway Extension, Ontario Line), and Soil & Groundwater Quality. Together these divisions are responsible for providing subject matter expertise and support on environmental items to meet Metrolinx's overall environmental due diligence requirements and commitments. The objective of this Request to Clarify and Quote (RQQ) is to solicit proposals from Proponents for the provision of Environmental Assessment consulting services on an as-needed basis over a three (3)-year period (with two (2) possible extensions of one (1) year each). The requirements are more particularly described in the Scope of Work of this Request Document. Official bid documents must be obtained from www.metrolinx.merx.com and bid submissions must be done through the Merx platform. The method of contractor selection has not been determined at this time.
