Site work and paving for a mixed-use development in Clinton, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
Question Cuttoff Date & Time 1/27/2023 01:00:00 PM (ET) This project involves The 300 Block of 4 th Street will require full depth removal and replacement of the roadway. The project will require removal of the existing pavement, sidewalks and driveways (864 SY, 398 SY, 10SY) . New construction will require Class 10 Excavation (372 CY), placement of Sub-Base (1126 SY) and new 8" pavement (1032 SY). We also see this as an opportunity to install new sub-drain (498 LF), as well as separating of the storm sewer with 12" RCP (343 LF). The storm sewer work will also need the installation of five new sewer structures and connecting to some existing structures. We will also need to install steps to a residence on the east side of 4 th Street. The 300 Block of North 12 th street is a straight removal and replacement of the existing PCC. There are 899 SY of pavement removal, 336 CY of excavation, Driveway removal, 1018 SY of sub-base and 899 SY of new pavement to be installed. This area of work will also involve the removal and replacement of driveways, approximately 50 SY. 2 nd Ave South requires all manner of work. Removals, new pavement, excavation, sub-drain installation, storm sewer installation, sanitary installation. We will remove 1809 SY of pavement, excavate 494 CY of earth, install 1497 SY of new modified sub-base and, pave 1333 SY of new 7" PCC. In addition to the flatwork we will install 146 LF of 12" RCP Pipe as well as 233 LF of 12" PVC Sanitary and 8 sewer structures. We also see this as an opportunity to install sub-drain and sub-drain cleanouts, nearly 400 LF of sub-drain and four sub-drain cleanouts. 5 th Ave N is the one road amongst this project that will not be fully removed and replaced. This four block corridor we will remove and replace the existing curb and gutter and also patch the roadway. There are roughly 5200 LF of curbs to be removed and replaced along 5 th Ave North. We also expect to patch about 900 SY of full depth patches. In addition to the summary of the work listed above, there will be all of the other necessary construction activities such as traffic control, seeding, pavement markings and, concrete washout. We have also included items to cover some expected subgrade stabilizations to be addressed by using geogrid and engineering fabric. The City Council may award a Contract at said meeting, or at such other time and place as shall then be announced. The above work shall be commenced as soon as possible after the contract and bond have been approved by the City Attorney and have been signed by the Mayor and City Clerk. The notice to proceed for this project shall be issued on or before March 1 st , 2023. The late start date shall be May 1 st , 2023. All seeding and punch-list items shall be completed by September 30 th , 2023 Liquidated damages shall be per Special Conditions. By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa. In accordance with Iowa statutes, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. Failure to submit a fully completed Bidder Status Form with the bid may result in the bid being deemed nonresponsive and rejected. Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful Bidder will enter into a Contract for the work bid upon and will furnish after the award of Contract a corporate Surety Bond, in a form acceptable to the City of Clinton, for the faithful performance of the Contract, in an amount equal to one hundred percent (100%) of the amount of the Contract. The Bidder's security shall be in the amount fixed in the Instructions to Bidders and shall be a Bid Bond on the form provided in the Contract Documents with corporate surety satisfactory to the City of Clinton. The bid shall contain no condition except as provided in the specifications. Bids are to be on a bid form electronically . A bid bond in the amount of five percent (5%) of the bid amount as security that the bidder whose proposal is accepted will enter into a contract for the above, and will provide the required bonds, with sureties to be approved by the City Council, which respective sum will be retained by the said City as agreed liquidated damages in case the successful bidder fails to enter into a contract within ten (10) calendar days after award of the contract and post bond satisfactory to the City insuring the faithful fulfillment of the contract and maintenance. The City of Clinton reserves the right to defer acceptance of any bid for a period of thirty (30) calendar days after receipt of bids and no bid may be withdrawn during this period. Each successful Bidder will be required to furnish a corporate Surety Bond in an amount equal to one hundred percent (100%) of its Contract price. Said Bond shall be issued by a responsible surety approved by the City of Clinton and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City of Clinton from claims and damages of any kind caused by the operations of the Contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of two (2) years from and after acceptance of the Contract. The City of Clinton will issue a sales tax exemption certificate to the Contractor for all material purchased for incorporation into the project. Tax exemption certificates are applicable only for the specific project for which the tax exemption certificate is issued. The Contractor also must file appropriate Chapter 573 claim/lien waivers before final payment will be released. The City of Clinton does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City. Working days will be counted from May 1, 2023, regardless of when Contractor begins work. The Contractor shall have fifty (50) working days for substantial completion of the project, including completion of all bid items on the project. The Contractor shall have thirty (30) calendar days after substantial completion for seeding and final punch list completion.
