Description: The proposed scope of work will include the following: Renovation of and addition to the existing administration building, including office/lab remodel, screening room addition, architectural, plumbing, HVAC and electrical replacements throughout the structure, upgrades to the existing influent pump station, including replacement of influent pumps, piping and valves, upgrade of the existing lagoons, including addition of soil to raise lagoons, installation of a new plastic liner and venting system, installation of new aeration equipment, and replacement of lagoon piping, construction of a new earthen polishing reactor tank, construction of a new concrete structure for UV disinfection equipment, and site work, including erosion control, site piping, grading, asphalt paving, and landscaping. Bidders must be pre-qualified with the Village of Wilton within the last year or must be pre-qualified for this work 5 days prior to the bid deadline in accordance with Section 66.0901 of the Wisconsin Statutes. Each bidder must deposit, with his bid, security in the amount of 5% of the maximum bid amount. Bidders must be experienced in municipal pipeline construction. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area, per the U.S. Department of Labor Wage and Hour Division May 29, 2009 Guidance. These requirements will be listed as an additive bid item for the project dependent upon the final funding for the project. Additional Description: This project will be funded in part by USDA Rural Development and may be funded by the Clean Water Fund (CWF) established under Wisconsin State Statutes, as administered by the Wisconsin Department of Natural Resources. Neither the State of Wisconsin nor any of its departments, agencies, or employees is or will be party to this invitation for bids or any resulting contract. Disadvantaged Business Enterprises (DBE), including minority business enterprises (MBE) and women business enterprises (WBE) are encouraged to apply and be used to the greatest extent feasible.
