Deadline to Submit Request for Clarifications/Substitutions: February 3, 2023 The City seeks a comprehensive solution to upgrade, replace, and/or retrofit its existing system of 2,200 pole-mounted single space smart meters which is in the midst of its useful life and uses an older version of modem technology (2G) for communications. The City was advised from the parking meter provider that support for 2G networks will end in December of 2022. In addition, the existing meter hardware has experienced significant wear and tear from on the remaining hardware, displays, keypad buttons, loss of battery efficiency, and programming flexibility challenges and will require the replace and/or upgrade its existing parking meter system with a system that features single-space meters. The selected Contractor shall provide the proposed advanced parking meter system, train city staff to operate and maintain the newmeters within a certain term period. The objective of this RFP is to make an award to a qualified Contractor to deliver a turnkey smart parking solution that represents the best value to the City while meeting or exceeding the specifications and requirements of the RFP. The City ultimately aims to utilize a unified and simplified paid parking solution throughout the on-street and off-street metered parking spaces. The successful Contractor must present the capabilities and qualifications to provide all materials, labor, equipment, on-going service/support, warranties, and training necessary to furnish and install and operationalize the Parking Meter System. The Contractor shall provide the necessary support, maintenance and spare parts as needed. The single space smart parking meters must be connected to a computer-based Data Management System network whose parking meter financial transactions, meter events, maintenance events, meter faults, are all updated in real time and fully integrated on the web-based site back office system.
