Site work for a civil project in Jersey City, New Jersey. Completed plans call for site work for a water / sewer project.

For the East Side Pump Station Force Main (AKA Cross Town Force Main) Repair Project All questions pertaining to the Requests for Bids should be directed, in writing, to Lisa Domingues, and sent by e-mail to l.domingues@jcmua.com between the hours of 9:00 a.m. and 3:00 p.m., Monday through Friday. All questions must be received by JCMUA no later than Thursday, January 12, 2023, by 3:00 p.m. In accordance with N.J.S.A. 40A:11-23(c), responses will be issued by either a clarification or addendum mailed or delivered to all parties recorded by JCMUA as having received the Request for Bids. Questions received after 3:00 p.m. on Thursday, January 12, 2023 will not be answered. Only questions answered by formal written addenda or clarifications will be binding. Oral and other interpretations will have no binding legal effect. Bids are to be submitted in a sealed envelope, addressed to Albert Anderson, JCMUA's Purchasing Agent and marked "Public Bid" with the name and address of the Bidder and the name of the project on the outside of the envelope, and may be sent by United States Certified Mail Return Receipt Requested, overnight delivery or by private courier service or hand-delivered to JCMUA's Purchasing Agent. Bids will have the date and time stamped upon receipt. Bidder is solely responsible for the timely delivery of the bid and no bids shall be considered that are presented after the date and time specified for receiving bids. Any Bid received after the date and time specified will be returned, unopened to the bidder. The work includes furnishing all labor, materials, and equipment necessary to complete the work as shown on the Drawings and as described in the Bid Specifications. The East Side Pump Station Force Main is a 54-inch Prestressed Concrete Cylinder Pipe (PCCP) which conveys combined sewerage. It was slip lined in portions with 45-inch and 48-inch Centrifugally Cast, Fiberglass-Reinforced Polymer Mortar Pipe (HOBAS). At the terminus of the slip lined pipe, internal rubber step seals were installed to seal the bulkheads. The project generally consists of the replacement of these internal seals. The force main is located beneath the Hudson-Bergen Light Rail and the two project sites are located in Jersey City at Randolph Avenue and near Suydam Avenue. The work includes, but is not limited to, dewatering and accessing the interior of the force main at two locations, replacement of the internal seals at Randolph Avenue, pressure grouting of the annular space between the lining and carrier pipes, assistance in the inspection of the seals at Suydam Avenue and subsequent replacement of those seals if directed by the JCMUA, and all other associated work in accordance with the Contract Documents. The work requires the shutdown of the Pump Station and, once started, the Contractor shall work continuously until complete. The Contractor's work shall be compete such the Pump Station can be returned to service within 48 hours of shutdown. As the work will occur within NJ Transit's Right-of-way, the Contractor shall be on NJ Transit's list of approved contractors. The work shall be completed within 20 calendar days of the Contractor's receipt of written Notice to Proceed. An electronic copy will be made available to Bidders at no charge. You must register the above emails with JCMUA first in order to be eligible. JCMUA and the Engineer will insure that the electronic documents are distributed; however, JCMUA and the Engineer will not be responsible if the Bidder cannot download the documents. NO BIDS MAY BE SUBMITTED ELECTRONICALLY. Each bid should be submitted, in writing, on the bid pages furnished in the Contract Documents, except as specifically provided in the Contract Documents. A bid must be accompanied by a Surety's Consent and either a bid bond, cashier's check or certified check for ten (10%) percent of the amount of the bid or $20,000.00 maximum, whichever is the lesser. Cashier's check or certified checks shall be made payable to Jersey City Municipal Utilities Authority. The Surety shall be bound to furnish Performance, Labor and Material, and Maintenance Bonds, each in an amount equal to one hundred percent (100%) of the Contract Price. Consent of Surety to be written by a surety company listed on the Federal Treasury List (Environmental Protection Department Circular 570-Surety Companies Acceptable on Federal Bonds) as required by N.J.A.C. 7:22-3.17 (g). BIDDER MUST SUPPLY ONE HARD COPY ORIGINAL AND ONE HARD COPY OF A COPY OF THE BID, INCLUDING THE BID SPECIFICATIONS FOR THE PROJECT. IN ADDITION, BIDDER MUST SUPPLY ONE CD ROM OR USB DRIVE VERSION IN PDF FORMAT. BIDDER DOES NOT HAVE TO INCLUDE A COPY OF THE PLANS OR PREVAIILING WAGE RATES WITH ITS BID SUBMITTAL. HOWEVER, IT IS UNDERSTOOD AND AGREED BY THE BIDDER THAT THE PLANS CONSTITUTE AN INTEGRAL PART OF THE BID SPECIFICATIONS AND WILL BE CONSIDERED AS PART OF THE BIDDER'S BID SUBMITTAL. BIDDERS MUST COMPLY WITH THE REQUIREMENTS OF N.J.S.A. 10:5-31 et seq. AND N.J.A.C. 17:27-1 et seq. PERTAINING TO AFFIRMATIVE ACTION IN THE STATE OF NEW JERSEY. Accompanying the bid there shall be submitted a disclosure statement setting forth the name and address of all stockholders in the corporation or partnership who own 10% or more of its stock, of any class; or of all individual partners in the partnership who own a 10% or greater interest therein, or of all members of the limited liability company who own a 10% or greater interest, as the case may be. If one or more such stockholder(s) or partner(s) or members is itself a corporation or partnership or limited liability company, the stockholders holding 10% or more of that corporation's stock, or the individual partners owning a 10% or greater interest in that partnership, or the individual members owning a 10% or greater interest in that limited liability company, as the case may be, shall also be listed. The disclosure statement shall be continued until names and addresses of every non-corporate stockholder and individual partner or member exceeding the 10% ownership criteria established in N.J.S.A. 52:25-24.2 has been listed. The requirements of N.J.S.A. 52:25-24.2 are applicable to all forms of corporations, partnerships, and limited liability companies. Bidders and their sub-contractors of any tier must comply with all applicable provisions of the Public Works Contractors Registration Act, N.J.S.A. 34:11-56.48 et seq., and the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq. No Bidder may withdraw its Bid within sixty (60) days after the date of the opening of Bids except in accordance with N.J.S.A. 40A:11-23.2. JCMUA reserves the right to reject all Bids in accordance with N.J.S.A. 40A:11-13.2, as well as the right to waive minor immaterial informalities, and to accept the Bid for the contract that, in accordance with applicable law, is the lowest, responsible Bid. All bid prices submitted shall hold firm for a minimum of sixty (60) days from the date of bid opening, per the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., unless otherwise mutually extended in accordance with applicable law. JCMUA and any bidders may, in accordance with law, mutually agree upon extensions of time for the award of the contract as may be necessary.
